Marijuana Control Board Meeting - Top Hat Concentrates License Conversion Hearing

Top Hat Concentrates, LLC (License #10271), located at 2315 Industrial Blvd, Suite B, Juneau, Alaska, has submitted an application to the Alcohol and Marijuana Control Office (AMCO) to convert its existing marijuana product manufacturing facility license into a marijuana concentrate manufacturing facility license. The application was determined complete by AMCO on September 9, 2025. The conversion process requires notification to the City and Borough of Juneau, which has 60 days to protest the issuance of the new license type. As part of the operating plan change, the applicant has requested to remove all previously approved edible products from their manufacturing plan. The facility will continue to utilize CO2 extraction and rosin press methods to produce concentrates, including vapor cartridges and shatter. The application is scheduled for consideration by the Marijuana Control Board at their September 17-18, 2025, meeting. The applicant, Benjamin Wilcox, is required to appear at the meeting either in-person or telephonically. Final approval is contingent upon all necessary agency approvals, including the Department of Environmental Conservation and the Fire Marshal, as well as a successful preliminary inspection by AMCO enforcement staff.
