The Alaska Department of Natural Resources (DNR) has issued a non-binding solicitation to gauge market interest from commercial refiners and other entities regarding the acquisition of the State's North Slope royalty in-kind (RIK) oil. This supply is expected to become available as current RIK contract obligations conclude in the fourth quarter of 2027 or potentially sooner.
In addition to the volumes tied to expiring contracts, the solicitation covers any supplemental North Slope royalty volumes that the State may elect to take as RIK oil. The DNR is seeking to determine if there is sufficient interest from multiple potential buyers to justify a competitive sale process.
