Eric Forrer and former Rep. David Eastman sue Dunleavy and DNR in Juneau Superior Court

Eric Forrer and former state Rep. David Eastman sued Gov. Mike Dunleavy, the State of Alaska and the Department of Natural Resources on Thursday in Juneau Superior Court.

The complaint is not posted online, and the court's docket does not list the claims. The docket calls it a "Complaint for Declaratory Relief and Potential Equitable Relief," a request for a judge to rule on what the law requires and possibly to order the state to act or stop acting.

Juneau attorney Joe Geldhof represents both men, according to the docket. The case is assigned to Superior Court Judge Amanda L. Browning.

Eastman, a Wasilla Republican, served four terms in the state House before losing his 2024 reelection bid by 196 votes to Jubilee Underwood, who now holds the seat. He is challenging her again in House District 27, Alaska News reported in June.

In an earlier suit Geldhof brought for Eastman, a Juneau Superior Court judge in July 2025 struck down SB 189, a 2024 law that combined child care changes, board extensions and a hunting guide permit program, ruling that it broke the Alaska Constitution's single-subject rule.

Forrer has sued the state before. In 2020, the Alaska Supreme Court struck down HB 331, a 2018 law that would have let the state borrow up to $1 billion to pay off oil and gas tax credits, reversing a Sitka judge's dismissal of his challenge. That same year, he sued over how the Legislature approved spending of federal coronavirus relief money, arguing that ratifying a committee's allocations was not a valid appropriation.

In 2023, a Bethel judge dismissed his challenge to state management of Yukon and Kuskokwim king and chum salmon. The Alaska Supreme Court upheld that dismissal on Oct. 10, 2025, saying Forrer had not challenged any specific state policy, regulation or action.
