NC Machinery plans to fill nearly 20 acres of wetlands in south Anchorage to build a new Caterpillar dealership and service center. The project needs state water quality certification before federal permitting can move forward. The Alaska Department of Environmental Conservation published notice Aug. 19 that it received the application. Comments close Sept. 18.
The plan calls for filling 19.94 acres of wetlands with 214,000 cubic yards of sand and gravel on a 24.82-acre lot near West 100th Avenue. A June 18 U.S. Army Corps of Engineers notice adds 8 feet of peat excavation beneath the main building and four culverts.
The same acreage was permitted in 2014 for an outlet mall never built; the company proposes no new mitigation.
DEC can certify the project, add conditions, deny it, or waive certification. Under Section 401 of the Clean Water Act, applicants for federal permits that might discharge into U.S. waters must also obtain state certification.
