Legislative Council awards Capitol garage renovation for $675,000

The Alaska Legislative Council voted Tuesday to award renovation of the State Capitol parking garage to Dawson Alaska Inc. for an amount not to exceed $675,000. The bid came in below the engineer's estimate of $824,109.

Legislative Affairs Agency Procurement Officer JC Kestel said two proposals arrived when request for proposals 687 closed Aug. 5, a date moved back from July 31. A Proposal Evaluation Committee scored Dawson Alaska at 961.67 points against 704.68 for Island Contractors and recommended Dawson for the award.

Facilities Manager Serge Lesh, in an August memo to Council Chair Sara Hannan, called the project "a preventive capital improvement" meant to extend the garage's useful life and address wear "before more extensive and costly repairs become necessary." The scope covers structural and drainage repairs, resurfacing of the upper deck, new concrete aprons, replacement of parking stops, restriping and demolition of deteriorated materials.

Four contractors attended the mandatory pre-proposal meeting. Kestel said proposals must remain confidential until a notice of intent to award is issued. Discussion of the award was slated for executive session. Gray Jackson moved the award in public instead.

Construction will follow adjournment of the 35th Legislature's First Regular Session to minimize disruption to legislative operations. State employees and legislative staff who use reserved core-area lots may see parking shift once work begins.
