Anchorage planning commission approves 52-space Basher Trailhead lot
The Anchorage Planning and Zoning Commission voted unanimously Monday to approve a site plan replacing the Basher Trailhead's 16-space gravel lot with a paved 52-space facility, following more than a year of disagreement over the lot's size. The existing lot routinely overflows onto adjacent roads, according to the Municipality's Parks and Recreation Department.
"PM&E is requesting site plan approval for the Basher Trailhead parking lot project. This project is for a new paved parking lot with 52 spaces, including 3 ADA accessible spaces at the Basher Trailhead," said planning staffer Francis McLaughlin. The plan also adds a vaulted restroom, bike racks, a loading zone and revegetation of the old lot. Lighting was dropped as too costly.
The design started at 60 spaces. It was cut to 45 after community feedback, then raised to 52. In April, the Assembly voted 5-6 against requiring 60 spaces.
A public engagement specialist said relocating the driveway, currently atop a hill, would improve sight distance to the east from 106 feet to 393 feet, and to the west from 280 feet to 445 feet. Project representatives said no traffic study or traffic counts were conducted, and municipal traffic officials did not request one.
The public works director said the 2026 construction bond carries a perpetual $70,000 annual tax cap increase for maintenance, with snow and trash removal contracted through the project management department.
The Basher Community Council has argued a larger lot could increase traffic and overdevelop park access. A Stockton Heights resident testified by phone in support but asked for police monitoring, staking before excavation, and attention to break-ins and dumping.
Commissioner Jeff Rahn moved approval subject to five conditions, including a long-term maintenance plan. "The community spoke through a ballot initiative, and we're much closer to seeing something happen here," he said.
Appeals must be filed within seven days. Construction is anticipated in spring 2027.
