Auditors Flag Missing Records for Port Advisory Board

Auditors could not confirm whether a board advising the Port of Alaska Modernization Program had a quorum at two of its 2025 meetings. Port staff could not locate the minutes.

The Anchorage Office of Internal Audit reported the gaps in a sunset audit dated July 17. Don Young Port of Alaska staff could not find minutes for the Feb. 10 and Oct. 30 meetings, and a summary of the March 16, 2026, meeting left out the attendance record. "Meeting minutes were not always maintained from each Board meeting," the audit said.

The board held nine regular meetings between January 2025 and June 2026. One was announced on the municipal Public Notices website. None appeared on the Mayor's Boards and Commissions events calendar.

Auditors also found the board fully staffed with all six required voting members, and the terms of all members current.

The board voted on substantive design questions during that period. Those included earthquake-related ground improvements and the siting of a Terminal 1 electrical substation.

What Happens Next

Auditors recommend reauthorization. If the Anchorage Assembly wants to reauthorize the board, it must act before the board sunsets Oct. 14.
