Anchorage Assembly to weigh liquor license protest over bar's unpaid taxes, missing fire certification

Renewal on hold pending taxes and fire certification

A bar and motel on West International Airport Road would have its state liquor license renewal held up until it pays municipal taxes and clears an Anchorage Fire Department certification. The Anchorage Assembly is scheduled to take up the resolution Tuesday.

The measure enters a conditional protest of beverage dispensary tourism license No. 402, held by Ivory Manufacturing Corp of AK, doing business as Flight Deck Bar/Arctic Inn at 832 W. International Airport Road. Assembly Chair Brawley sponsored it for the Taku/Campbell Community Council.

The municipal clerk received the state renewal application June 5 and determined that Aug. 4 is the last day the Assembly may file a protest with the Alaska Alcohol and Marijuana Control Office. Tuesday is also the last scheduled regular Assembly meeting before that window closes.

The clerk reports two items outstanding: taxes owed to the Municipality of Anchorage, and a certification from the Anchorage Fire Department that has not been received. The special land use permit has been approved. Certifications from Land Use Enforcement, the Anchorage Police Department, the Anchorage Health Department and the Building Safety Official are in hand. The resolution does not include a response from the licensee to the unpaid taxes or the pending fire certification.

A tool the Assembly has used before

Anchorage uses the same tool routinely. Alaska News previously covered the Assembly's conditional protest of four Fred Meyer package store licenses in Muldoon, Dimond, Abbott Road and Eagle River over unpaid municipal taxes. Under Alaska Statute 04.11.480, a local governing body must protest within 60 days of notice.

The resolution, AR 2026-214, authorizes the municipal clerk to notify the state that the protest is lifted once both conditions are met, without further Assembly action. The public hearing Tuesday gives the licensee its chance to defend the application.
