And it looks like I have one more person to promote, and I think just in the nick of time. I think we have all our panelists here, so we look like we're ready to go. Hi, everyone. My name is Danielle Tessen with the Alaska Department of Transportation. As you know, we are at the tentative advertising schedule presentations that we've been doing each month.
Just a reminder that we do have the Q&A feature open, and so it's a great way if you have a question throughout the presentation or even if it's during a different region's brief that you can drop it there. Our goal is always to answer those real time, but as some of you know, if you reach out to myself, Danielle Tassin at Alaska DOT, or Shannon McCarthy, we will also follow up with those answers as well. So if you have any questions, use that Q&A feature or feel free to reach out to us after. Today we do have Commissioner Anderson with us who's going to lead just a quick update before we get started, and then following, we'll continue going through with each of the regions as we do providing their updates. So with that, I am going to pass it over to Commissioner Anderson, and we'll get this thing started.

Hey everyone, yeah, this has been something I really appreciate the preconstruction engineers and the DOT staff that have been supporting this effort to do the tentative advertising schedule updates. Yeah, it's been communicated to us through AGC that this is definitely something people want to see us continue and kind of make that as a normal DOT activity. So, you know, we're all about that. So just from that front, but also it was an opportunity also to talk just a bit about the match on our capital program because I know there's been a lot of questions, a lot of thoughts out there. We've been in numerous legislative hearings talking through the governor's supplemental bill that's that's to fully fund the match.
And so just to get everybody on the same page on that as well, if there's been discussions and things, people saying thoughts. So just as a refresher for everyone, if you go back to last session, you know, at the end of last session, there were some legislative reappropriations made where they took funding from old match appropriations from DOT that were still active in projects as well as project funds that, you know, were appropriated to construction projects, and they reappropriated those into our 2026 match. And so, you know, we had a few opportunities there where we had been on the record saying, hey, this isn't a good idea. I mean, some of these appropriations didn't even have funds left in them. And anyways, to try to communicate that, but that went forward anyways.
Subsequently, the governor vetoed those match appropriations, and that left us with a $70 million kind of hole in our capital program for the match. And we still— a portion of that match was still available. They didn't reappropriate all the match, so there was still about $35 million that was left there in UGF, unrestricted general funds. And then also we have carryover match, you know, every year we carry match over. And so we had that available as well.
So those funds now are what we're using to deliver our program and to make sure that we have match available on all of our project needs, and we do— when we run the numbers from a cash flow perspective, we have enough match to get us through July 1st for an undisrupted flow of projects. And so I want to be clear about that. You should not be hearing any delays of projects because of a match situation at this time. This is— if there's any delays, it's due to project delivery things such as, you know, right-of-way acquisitions or utility relocations, whatever it is that we're working through, it's not because we don't have match. The governor's bill, supplemental, you know, which is working its way through the legislature right now, making progress, you know, that restores the full $70 million.
The thing about that, it wasn't a fast-track bill, it was a standard supplemental, and so that's effective July 1. And that's the end of the state fiscal year. So when we're asked, you know, does this affect DOT? You know, well, if we get to July 1st and the match isn't there, yeah, absolutely this affects us because we won't have match to deliver the rest of the program after July 1st. But we can continue that undisrupted flow of projects through July 1st.
So I just want to make that really clear. I completely understand. I know a lot of folks have come to us saying, man, you need that fast track, you got to get that situation resolved. And I don't disagree on that. I think that that's something that is important.
The certainty for everyone is absolutely important. So, you know, we get that and we would never come out and say we were against something like that as it rolls through the legislature. So just want to make that clear. But from a cash flow perspective, you know, we put in for the supplemental that, yeah, because we have enough match to get us through July 1st. Okay, so that, that's kind of the, the overview on the match piece.
And then if you all have questions, you know, feel free to reach out. We're, we're here to, to make sure everyone's got the information you need to be successful out there.
The other piece too, I just want to touch on real briefly. I know we got— we get good feedback on these and we pay attention to the feedback. We had some comments last time about the tentative advertising schedule matching up with our Airtable database, which was that new platform we created so you could download and look at information as needed, but then how that matches up with the presentations you have today. And so we're going to make sure that, you know, we're focused on that. One thing I think you're seeing is there's a lot of dynamics to our project delivery, and so things change, you know, and so our goal is always to get things more certain, and so they're not changing so much.
But that's, I think, part of what you're seeing there. But definitely we've got our folks looking at that, and we're going to make sure things are matching up, especially for this meeting. I think it's important that things are matching up. So, so with that, that was, that was my pitch, really. I'm really glad we're doing these.
I think this is a really positive thing. And yeah, just everyone working together to try to get these projects out the door. So Yeah, so that, I'm going to give it back to Danielle, and thanks everyone for everything you do out there.
Okay, thanks, Commissioner. And if you have any, if you have any questions for Commissioner, feel free to drop them in the Q&A, and yeah, we can, we can work through those or answer those throughout this session too. So, and with that, we'll, we'll probably start today up as we usually do with Al Beck in Northern Region. So Al, if you wanted to share your screen. We'll start in northern and work our way through the state.

Yep, and I'm Al Beck. I'm the northern region reconstruction engineer. Currently on our bid calendar, we have 4 guardrail repair projects throughout the region in Fairbanks, Teslina, Tok, and Valdez. Two projects we're currently seeking authority to advertise on are Chena Lakes Recreation Area bike and pedestrian access. It's a FAST project out of our MPO.
And one on the Elliott Highway at milepost 43 to 51. It's a resurfacing project.
So I've kind of taken a little liberties with some colors here. The major changes are that lighter blue color. I'll comment on those. And you might see over onto the project side a very light shade of blue. There's 3 projects that we're proposing to advertise together.
So just kind of sharing information about why things are grouped the way they are. But first up, as I mentioned, we're currently seeking authority to advertise on the Chino Lakes Recreation Area project as well as the Elliott Highway. I did talk to the project manager for the Fairbanks International Airport. Project, the Terminal North Apron Project, and it's tentatively scheduled to be advertising in a couple weeks. So that should make February, but towards the end.
Which moves us on to the Northern Region Seismic Bridge Retrofit Project. We're on schedule of delivering that. It just got through final review, and that final request for the final PS&E is going to be headed to our contract section by the end of the week or early next week, which then gets us allowed so we can start circulating that that project certification. Noatak Airport relocation, still showing that as a yellow in March. That project may slip a little bit.
We're still tidying up, grabbing the right-of-way needs for that project and getting all the permits, specifically the Corps permit for that project. So stay tuned, but that project might slip a little bit into April, but we're still shooting for the end of March as best we can. Which moves us on to the Parks Highway Milepost 206 to 209. That project should be submitted for project certification either by the end of the week or early next week. We'll start routing the certification sheet so we can start seeking authority to advertise possibly by the end of next week.
So we have that one and the seismic retrofit we're aggressively trying to get out on the street to you guys.
Going on to the Copper River Odiak Slough project, that's showing up in April. I'm showing that still as yellow. We are still waiting on a permit call from the Corps of Engineers. We are proceeding as if it is a nationwide permit. They have a couple more weeks to get back to us to tell us they agree or believe that it's more of an individual permit.
If it is an individual permit, it potentially is going to push out advertising, but right now we are— if it is a nationwide permit, we can hit April.
Leading up to the first change I have on the spreadsheet here is Dulce Avenue rehabilitation. It's a couple hundred foot long project. It's a really short small repaving project, some ditch work, some scour protection along the bridge. It's a really small project. The project review set slipped a little bit, but there was talk about trying to advertise that with two other area small projects.
One is the Fairbanks Airport non-motorized path wayfinding project. As well as a FAST area, so grouping those projects together for one bid package for all three locations because they're all fairly small except for that FAST area surface upgrades project, which is a handful of locations around the— essentially the borough or the metropolitan transportation area. So we're sliding out Dulce to match up with the advertising of those two projects. They're still showing up as yellow, the wayfinding and the FAST area upgrades. Because we're— the review sets are headed over to Contracts this week.
They'll go through a shortened review period in-house, and we're trying to address some utility and right-of-way complications for the FAST area and make sure we have all the right of entry necessary for that project. Next up, the Nome Council Highway project. It's actually doing multiple repair projects. Several projects are going to be bid within that. Over the first few miles of the Nome Council Highway.
That project just was submitted to our contract section for review. It's on schedule for April. Moving on to our Perks Highway Ninana River Bridge project, one of our biggest ones that we're looking at advertising this year. That project is on track for an April advertisement. We're getting ready to certify that project within a month.
And hopefully we can get that out in early April. The next project is the Richardson Highway 210 rockfall mitigation project. That project got moved out a little bit because the same design team is working on the Parks Highway 206 to 209 and the bridge seismic retrofit project. We prioritized those over this small little rockfall mitigation project. Along with late this fall, the main rock that we were going to take care of did come down and M&O forces went out there and removed that.
But there's still quite a bit of other debris that the project is looking at trying to remove. So that project is moved out to April. We're finalizing the review set for that one. And so more to come, but we believe we can still hit April on that one. The next change is our Shiplett Drive upgrade project.
We're still waiting on the Corps of Engineers approval of the permit or the issuance of the permit. We did last week get some comments from the Corps and we turned around those comments within 2 days. And so it's back at the Corps for more comments. And so we're just waiting for that permit to come. If we get it immediately, we will advertise that project immediately.
But based on how slow things have been from the Corps, I am showing April, but hopefully as soon as that permit comes in, we will be advertising that project. Next up is May through January. We don't have any projects in May, but we are on target. Once we can get the grant, we will be advertising the Mountain Village snow removal, or we call that a shrub project out in Mountain Village. In June, the Barrow apron culvert, I'm showing that in July, a little bit of question there.
They're doing some PFAS testing. Depending on the extent of the PFAS, it might slow delivery on the environmental down a little bit, but we're still aggressively trying to get that out in July.
Moving on to our FAST area improvements is various areas along, uh, the Fairbanks area. That project is on track for July delivery. Nunimaqua Airport improvements, that one is on track for July. We're still tidying up a few things on that one, but the design manager has full confidence of getting that one out in July. That all does tie into some of the grant funding, but there is an opportunity for us to do cold weather start packages, which just adds another an assurance that the department commits to and that we can try and advertise those projects in July.
So we're still tracking that.
Uh, we got 2 projects coming up for the Fairbanks systematic signal upgrades project as well as a HSIP Northern Region systematic signal upgrades showing that in September. Been working with our right-of-way section, proofing up if we can get those TCEs and the right of entries in for that. I did hear a nasty little rumor— I say rumor, but kind of what we've heard was the one location might require a condemnation in order to get right of entry to do some of the work. And so hopefully we can prioritize that and get the right to go in and do the work. But so Still a lot of right-of-way work left on those two projects, but we're— I have a right-of-way section focusing on the delivery of that.
Parks Highway Milepost 355 resurfacing along with the Parks Highway Sheep Creek Road extension. It's kind of a combined project we're working on to obligate this fiscal year in advertising in October. The Parks Highway 355 is kind of a PM effort along the Parks Highway headed south towards Anchorage, just outside of Fairbanks at the Parks Sheep Creek entrance. Both projects are still on track. There's still quite a bit to do on that, but the design manager is focusing on those.
Cordova Second Street reconstruction, we're looking at November. There's a lot of right-of-way complications there, and they are ticking through some of those TCEs that we need for that project. There's still quite a bit of work left to do, but still showing that as a yellow, as a concern, but we are focusing on that. Our HSIP Murphy Dome Road 0 to 2 is on track for delivery, and Center Creek Road rehabilitation closing us out for the 12 months I'm reporting on. Is working through the process.
Hopefully, we're working on a revised environmental document as we speak so we can go and move forward with obligating our utility phase. And so we can start working on some advanced relocations associated with that project. Have a few shovel-ready projects too. The top two projects, the Parks Highway and the Old Steeze projects, are CMGC projects. And if funding becomes available, we can obligate those two and get those out the door.
And then the last project is our Manly Airport improvements. That would only be if there's sufficient funding with FAA that they could obligate, and that project could, could be funded through that funding source if that money becomes available. But right now, it's obligated for other projects.
And I didn't know if there was any questions for me. If not, you do have one, Al. All right, HSIP question. Um, and this question is, at one point Parks Highway 355 and Sheep Creek Road extension was thought to be combined into one project. Is this still the case?
Yes, uh, we are planning on advertising those projects together. They, um, HSIP cannot the funding source is not eligible to do that PM work outside of the, that scope of the intersection improvements. So we found other funding sources to do all the other little improvements. And so there's actually a handful of projects that will be advertised at once at that one location. It'll be kind of seamless for the contractor to do all this work, but it is multiple funding sources to accomplish that.

Okay. And with that, Luke, are you ready to share your update for Central? Absolutely. Let me see if I can get the screen share going here.
See. Alright. Hopefully folks are seeing that. Looks like it's going. Almost.
Yep. We can see it. Alright, so I'm Luke Boland, Central Region Preconstruction Engineer, kind of running through our February update here. Currently, the Central Region bid calendar is showing 5 projects out to bid, kind of a mix between Central Region, ANC, and facilities managed projects.
In addition to what we have currently bid, we also are seeking authority to advertise for 5 other projects here that are certified, and I'll go into those in more detail here on the subsequent slides. And also we have a number of projects routing for certification as well, so hoping to see this list here grow for the update in March. Looking at what we have in February, first project on there, AMATS Downtown Trail Connections. So all our permit conditions have been resolved. Last month I mentioned some some challenges with foundation details and some concerns that we were going to be impacting utilities with those, uh, those details.
We have resolved that, and we've been coordinating to confirm that we don't have utility impacts on those. And so we're working on getting those, those details finalized and incorporated into a big package and should have that bid package down to our contracts folks here, um, likely in the next 2 weeks. So February is probably ambitious on this one, but, uh, clear path to getting this one out early March. So, appreciate the patience on this one. Anchorage District Drain Cleaning, this is an M&O project that I understand still working on getting out here by the end of the month.
Seward Highway Mile 14 Railroad Crossing Reconstruction, we've been working on getting our final permit there, conditional use permit, and We do have that in hand now, so getting our final bid documents down to contracts. February is probably tight, but early March, kind of similar to Downtown Trails, looks like a low risk to getting this one out here in the next couple weeks. Sterling Highway/K Beach intersection flashing. This one we should have bid docs going down to our contracts folks today, so hopefully in front of some of the other ones there, but likely February or early March on this one as well.
Seward Highway, mile 90 to 99 pavement preservation. Funding's in place, project certified, signed plans are currently with contracts, and so tracking for maybe seeing this one post here this week or next. So should be good for February there. And Talkeetna Airport improvements. This one we were working on getting final bid docs down to construction.
And so still hoping this one can go out in February as well. And then last one on the February list, Atwood Building electrical panel upgrades. Don't have a whole lot to update here since last month, but this one facilities folks are, I think, are still shooting for February on this one.
Moving to March, Big Lake Road, mile 0 to 3.6, and Church Road pavement preservation projects. So utilities have been our critical path here to getting this one out. We have 4 agreements needed on this one. 2 Of those are fully executed, the other 2 are out for signature, and so we're hoping to see those come back here this week or next, and then we'll be requesting funding on this one and finalizing certification hopefully in February for a March bid, or kind of being in position to bid once, uh, once funding's in place on this one. So there's a big one, uh, excited to see that one progress.
Uh, Fairview Loop pathway and safety improvements. On this one, we've got an H&H analysis that's been completed, but still working floodplain permit. So looking at March for this one. Also may combine this with a Fairview project that's showing up on the TAS in April that I'll talk about on the next slide as well.
HSIP Tutor Road, Baxter Road to Patterson channelization. We're working on getting our 95% review out here this month, with the 95% review going out for distribution here in February meeting in March, we're not going to be in a position to hit March for bid on this one. So we're going to work on turning around a bid set as quick as we can after that 95% review, but we're probably looking late April or May. So expect to see that one shift in the task here likely later this week.
Healy Station shop roof improvements. This project is going to be going out with Nanana Station shop roof improvements on the bottom of this sheet here, lower on the spreadsheet there. This is a design-build contract, so working on getting those RFP documents out in March. Kenai Spur Highway mile 29 to 38 pavement preservation. Right-of-way issues have been resolved on this one.
We do have 3 3 utility agreements needed, and those are all tracking. So we're shooting for a late March bid on this one. This one's one that's, uh, hoping to get certification, uh, nailed down here in the next couple weeks and get those, uh, funding requests in place.
Uh, Quig Airport safety improvements. Uh, this is the rescoped Quig job to get, uh, additional runway length out there. Uh, we completed our 95% review. Uh, we have right-of-way acquisitions, but those offers are out for consideration. So hoping to get quick turnaround on those.
And then also we're working with FAA on environmental. And I really appreciate the in-house team that's been pulling this together and working to get these improvements out so we can get this project underway here this summer.
Next project, Lake Hood Alpha Bravo Echo and Taxiway Echo surface seal. Uh, CADEX is with FAA and understand that approval, uh, is close. Um, also working on a utility agreement. Um, since last report, we did get a cold weather application completed, uh, so that we've got funding in place for this one. And there was a cost increase that needed to be balloted by the airlines, and I understand that process is close to getting resolved as well.
So still looking good for March on this one. Uh, Matsu Area Repairs Group B, uh, this project we're finalizing our last two utility agreements on it. Um, well, no, actually we did finalize the last two utility agreements on this one. So this one, uh, is, uh, routing for certification. I think, uh, right away is our last cert, but I'm not aware of any issues that should be holding that up.
So we should be seeing a PDA getting submitted soon on this one. And looking to hold a March advertisement for our last earthquake repair project. Ninana Station shop improvements, I mentioned that with the Healy Station, and then ANC South Terminal pavement repairs. We do have minor utility agreements that are in process and looking at getting a cert set routed here near-term on this one, and so still looking good for a March bid on South Terminal pavement repairs. Looking a little further into the spring, April to June timeframe, ANC Taxiway Z1 installation, sign installation.
This one, 95% review meeting was held last week, so that went to a green checkmark. Environmental is shown as yellow, but understand that's very close, and so looking good for an April bid. Fairview Loop Road rehab and pathway stage 1. This is contingent on right-of-way acquisition and looking at starting on the west end of Fairview. Again, maybe seeing this one paired with the GF project on the previous slide.
Continue to make make progress on that one. ANC auxiliary parking lot expansion, we're looking at getting our 95% review out in March. Currently coordinating with stakeholders on this one. Utility agreements are in process, tracking for May. ANC PFAS remediation, we have had some back and forth with the Corps on the permit that we need to resolve this one.
The Corps mentioned that they do have public notice out based on some of the wetland credit details on this one. And so that public notice is out until the first week in March, but that would be good to get that Corps permit resolved. This is winter work, so looking to hold May, but may see that slip a little bit. ANC Taxiway Q Reconstruction, 95% review is currently out for review, and we're looking good for May.
HSIP Wasilla Fishhook and Spruce Peck Roundabout, this project, 95% review is planned for March. Utility coordination is ongoing. We're going to try and hold May on this. You may see this one slip to June. But a good chunk of the HSIP program here this year.
So working hard to keep that one on track. ANC Taxiway Zulu Extension West, utility agreements and NEPA are ongoing on this one, but still working to get this one bid in June.
Seldon Road Extension Phase 2, we've got 2 acquisitions remaining on the property on the right-of-way side of the house. That are a bit of a challenge there. So that's looking like critical path. We do have some utility agreements as well with MTA, GCI, MEA, and ACS that we're working through, but working to have this one ready in June timeframe.
Sterling Highway, milepost 43 to 56 pavement preservation, 95% review is anticipated to go out here this month. Track for a June bid. Design looking like critical path on this one. And last one on here, Tecate Airport rehab, right-of-way acquisition and minor utility agreements is our critical path on this one. But good rural airport project here.
Excited to get out here this spring.
Looking in the July to October timeframe, First project on there, HSIP Bogard Ingstrom. This roundabout project is another big piece to our HSIP program here this year. We've got some utility agreements that we need to continue to make progress on, but right-of-way is looking like our critical path.
17 Acquisitions, we've completed 10 of them, so continuing to move forward and having conversations with those other property owners. So excited to see that advance, and hopefully we can get all those resolved here and get this one obligated and out to bid here this summer. Tanunak Airport rehab. So if you were watching last month, this was a shovel-ready project, but with the shift, change in direction on QWIG, that funding— more funding availability was able to move this from the contingent program to the expected program. And so working on getting NEPA items resolved on this one and coordinating with FAA on some of the deep ground improvements that we need to help some structural issues there with that runway.
But looking to get that one bid here in July.
August CTF alternate entrance alignment. Looking at getting some H&H efforts here after spring thaw and trying to turn that around quickly after doing some evaluation there for August bid. Looking at September, AMATS 4th Avenue signal and lighting upgrade. Utility agreements likely critical path on this one. So continue to move forward on that AMATS project.
Glen Highway Highland Road interchange improvements. Utilities likely looking at critical path on this one. 95% Review is anticipated in April, so continue to advance this for a September bid. Let's see the next two. HSIP Gamble Street pole removal and increased lighting, and then also HSIP Gamble and Ingraham Street overhead signal indication.
Right-of-ways critical path on this one, and that's, you know, for installing lighting there right at the edge of the right away.
Be unfortunate to remove a bunch of power poles on the sidewalks just to put a bunch of light poles back there in everybody's way. So advancing this, uh, high priority here for the department, and looking to get these ones bid in September.
And then HSIP 5th Avenue concrete street to Carlock Street improvements. This is a critical obligation for us on the HSIP side, so We're working on getting some public involvement efforts out here next month and then advancing this project for obligation in fiscal year '26 and bid in September timeframe.
And last one for September, Lake Hood East Boundary Fence. We're working on our 65% review set and ongoing outreach with adjacent residents. So that one's on track for September. And then 2 projects in October, ANC taxiways Romeo and Lima improvements, working through design and NEPA documents. Utility conflicts unknown right now, so we're showing those as yellow, but looking at getting a 65% review out here in March timeframe.
And then ANC taxiway Papa and P1 through 3 hardstand rehabilitation. SHPO is complete. NEPA docs have been submitted or expected to be submitted in March, so continue to track on the environmental front. And 95% review is anticipated to go up in May timeframe. Let's see.
Also on the environmental front on this one, we're showing that as yellow due to some ongoing PFAS testing. Than the project area. So more to follow on that, but hopefully we can get those resolved here near term.
And then looking out November through February, ANC ARFF airside pavement rehab, this project environmental is complete, utility impacts currently unknown, but we're working through the design to identify any issues there. Likely resolve those with the site visit here this summer. Design's looking like critical path on this, but looking good for November. ANC concourse— ANC C concourse plaza renovations, we've got a 65% review planned in March, so that continues to track and advance forward. ANC East Tug Road improvements, Designs ongoing here, 95% review anticipated here this spring, on track for a November bid there.
ANC Taxiway Kilo Apron Rehab, environmental and design efforts are ongoing, so continuing to work on that project. Glen Highway Airport Heights to Parks Highway Rehab, this will be the first of likely 3 stages for this project. Big dollar amount on this guy. And also, this is going to be bid with the next project, the Glen Highway Incident Management Traffic Accommodations.
Right now we've got, you know, working on final design. We've got some right-of-way acquisition and some utility agreements and permits that are needed. So I think we're in good shape, though, to get this one bid here. In the November timeframe for construction and summer of '27.
AMATS Fisk Creek Trail connection, right-of-way and utilities expected to be critical path on this one. Also, I think if you're looking online, the cost is in the $0,000 to $200,000 range, which kind of represents that there's not a cost shown in there. We did have that fixed, but apparently it reverted back. So We're working on getting that back out there, but the range that I'm showing here, the $10 to $20 million, is the expected bid range that should be corrected on the TAS here either today or tomorrow. Abbott Road pavement preservation, design's ongoing on this one, some storm drain and drainage coordination with the Academy Vanguard Project, but looking good for having this one ready to bid in December.
And then ANC gates B1, B3, B5 rehab, uh, 65% review anticipated in May. Um, DEEP is looking like, uh, maybe critical path on, on that one along with, uh, just design efforts, but, uh, continuing to move forward. And then getting into, uh, the two KGB projects, uh, so Canic Goose Bay Road reconstruction Phase 2, Vine to Fairview. Anyway, um, anyway, two, two big, uh, portions to be, uh, to be bid together there. Um, we've still got utility agreements with pretty much every utility in that corridor.
Um, we've got permitting that we need to get resolved. Um, design's, uh, tracking well, so we'll hold a 95% review here mid-summer for this one, but likely critical path is going to be right-of-way acquisition needs. We're close to 100 acquisitions on this project. So shown February there, and we're going to continue to have that as a high priority for us to resolve those right-of-way utility and environmental issues. But this is a big one for us.
Let's see. So that gets us to some projects that were shown— well, my shovel-ready list here, which like we mentioned earlier, we'll be working on cleaning up that shovel-ready dashboard Looking at the near-term, April through June, first one on there, Wasilla Fishhook Main Street rehab. This project, we're continuing to track on all three fronts here: utility, environmental, and right-of-way. Utility agreements, final versions are under review, hopefully getting those out for signature here in the near term. So hopefully only a couple weeks out on that.
Uh, shippo coordination is ongoing and hoping to hear back on, uh, some ongoing coordination there here, uh, any day now. Um, and that'll help resolve the, uh, the environmental, uh, yellow triangle there. And then, uh, 3 acquisitions still needed on this. Uh, at this point I understand we have verbal agreement on, uh, settlement amount there, so hoping a lot of these go green here soon and we're in a position to certify this and have this one ready. So this is, even though on the shovel-ready project, this is somewhere we're plowing full speed ahead on.
And so making progress there. Next one, Sterling Highway mile 157 to 169. This one, environmental's good, right-of-way's good.
Working to resolve our last remaining utility agreement with HEA on this one and looking to hopefully have this one in a position to bid in April timeframe. Palmer Fishhook Road, mile 7 to 17, we've got some environmental permits that are looking like cricklepath on this one, but things are moving forward and so we're working on getting a cert package routed here in March, and hopefully that puts us in a position to be able to bid this one in April.
AMATS Northern Lights, Minnesota, drive to Seward Highway sidewalk repairs. Right-of-way is looking like critical path on this one. This is going to be the first stage of this project, looking at focusing on the south side, and expecting to see a cert set here in the next 2 weeks. So I'm hoping this one's ready to go April timeframe as well. Uh, ANC HTCT replacement parking, uh, this one I've got this as April, but I need to move this one out.
Um, we're continuing to work with FAA on that, but the, the timing of construction funding is currently unknown on this one. And when we do get it going, we'll have to re-engage our utility folks to get agreements in place and there is a Corps permit that's also outstanding. So next month you'll see this one a little further out.
Seward Highway mile 90 to 99, Phase 2. This one would be a follow-on to the project we're hoping to get out here in February/March timeframe. We're working with Fish and Game and the railroad on some culvert improvements associated with this stage of the project. That's still on track to have this one shovel-ready. May timeframe.
Hope Highway, mile 7.9 pipe replacement, right-of-way is our critical path on this one.
We do have some challenges with that acquisition, so May is a date that likely shifts a little bit unless something changes in those negotiations. More to follow on that one. Bethel Airport West improvements, let's see, we had our 95% review held early this month, and environmental is looking like critical path to getting this one ready for a potential June bid.
Hollywood right-of-way is likely— this is a pavement preservation project— right-of-way is likely our critical path on this one, looking at ways to expedite that process and then also working to minimize utility impacts. June's looking like when we may be able to have this one ready. And then last one for June, Anchorage Area pavement preservation Group A. This would be some likely trench repairs to storm drains along Diamond, but looking to have this one ready for June. And we did just hold the 95% review, so continue to make progress on this one.
And then, last slide that we got here, just looking a little bit further out on the shovel-ready projects. Nothing for July or August. September, we're looking to have Central Region ADA compliance in a position to bid. We've got the environmental document approved. Survey is expected here this spring.
So ongoing efforts there. Central Region surface treatment, we've got— I think this could come together pretty quickly, so we're working on resourcing this one if we get the inclination that this is going to be— if funding is going to be available. And this is coming out of our pavement management pot of money, and so Not sure if this is gonna get funded, but continue to have conversations and we'll be working to get that one shovel ready in October if we know the money's gonna be there. And then November, Sodatna readout, Avenue Smithway rehab, right-of-way and utilities are gonna be critical path on getting this one out, but looking to have this one ready in November. Sterling Highway 169 to 175, utility and right-of-way associated with the drainage improvements along this stretch are our critical path there, but looking to have that one ready January time frame.
Uh, Lipnicki Lake Road pavement preservation, bit of a broken record, but utilities right-of-way associated with drainage, um, you know, likely a critical path there. We're working on getting our 65% review set out to bid. And then, uh, last one on the list, Glen Highway, a mile 66 to 92, pavement preservation stage 2. This is mile 75 to 83. And the stage 1 currently out to bid, but looking to have this one ready February timeframe.

Much better. Perfect. Okay, we'll get into it here. Yeah, Kirk Miller, South Coast Region. So first slide up, what do we got advertising?
We just opened bids on Haines Highway, Lutak Road a couple days ago. So that's out of the way. So it's not really advertising, but I kept it on the list here. And we do have a project in Kodiak out for bid right now. Bids are scheduled to open on the 24th, and not expecting any delays there.
So that's all we got for on the street right now.
First slide here, we got March through May. This first project, this Gustavus Water Catchment System, seems to be kind of a looting target. It's a headquarters project. They're trying to get it done. They advised me that it'd be ready in March.
So that's a change from last month. I think we were showing it in January or something like that. At any rate, we'll see if we can get that little project advertised. Next up is the Anklin River Bridge in Yakutat, and we do have a 1-month change on this project. It was in May, or I mean in March, and we're going to move that to April.
We've lost some staff here, but we just need to butter that up and hold 1 more review and it should be out the door. Pretty simple project. Skagway Klondike Highway rockfall mitigation. We did have that one scheduled for February, fairly confident we're going to make it out. I did give it a yellow bar for this month.
There's just a last-minute thing we're working out with the waste disposal site and getting that covered in the bid documents. So I hope to proceed on an ATA through advertisement on that and get it out by the very end of February. If not, that could squeeze out like the first week of March, but it's pretty close. Craig ADA improvements, basically reconstructing some sidewalks in Craig on Prince of Wales Island. We're pretty much set for delivering that one in March.
A couple of little things we're working on. We may actually bid Stage 2 along with this if we get funding approval. So it might be a little bit larger project, but for the most part, we'll be ready with Stage 1 in March for sure. And stay tuned on Stage 2, which is just an extension of that project.
HSIP Prince of Wales Rumble Strip Improvements, some 40 miles of road with centerline rumble strips. We just held a review yesterday, so we got that out of the way. There are a couple of design type glitches we're working out, but I'm holding March on that and pretty confident we can get that out. Heidelberg Seaplane Facility, still holding April on that. We are trying to get an environmental document approved by our funding partner FAA, so there's kind of some late-hour things going on there, but I think April's still pretty good for that one.
Ketchikan Airport and seaplane ramp and haul-out refurbishment, we've got— oh, this is the one with the environmental document. Issues. So I got a red X on there too. But at the end of the day, we should be able to get that wrapped up and out in April. Some, some risk there, so I gave it a gold bar.
Juno Egan Drive lighting improvements. I did slip this one one month. We had that in April, and we're thinking May is the better timeframe for that with respect to what we got to do to finish. We got to hold a final review and get that wrapped up. But other than that, pretty simple project, and we should be able to turn that around and get it out in May.
Angoon Ferry Terminal modifications. This is a large marine project in Angoon, and we're holding May, but I gave it a yellow bar. There is some risk here. We got significant FTA funding complications. We're trying to rework the paperwork and get, get that figured out.
We're holding May, but it could very well slip. I'm hoping we can still get that out, but there are, there is some pretty good risk as of this time whether we can get the funding in place through the, our FTA funding partners. Auke Bay East Terminal berth improvements, kind of the same story here. We are absolutely locked and loaded with respect to a plan set. It's all done, ready to go.
We are held up though with some FTA funding transfer issues. They're pretty complicated. We're holding May for this month, but gave that a yellow bar, hoping we can still track that, but there's a good chance that's going to slip. And there's another complication with another project there too, which we'll get to on the next slide. Next up would be airport projects in Haynes there, the airport rehab in Haynes, SRE building.
They'll be bid together, but we track them as two separate projects. We're pretty much on track for May. There's slight risk of some delays due to some FAA nav improvement work that has been added at the 11th hour, but for now they get a green bar and pretty confident we can hit May with those, with those two projects.
Next up would be July through October. Large PM project there at the top, Juneau Glacier Highway resurface, ferry terminal to South Lena. I did slip this one from April to July. We have some resource challenges here. We're trying to clean up the plan set and get the PIH and PS&E review out.
But we're just not going to make April, so I'm much more comfortable with this July date. We're going to try to hold tight on that.
Haynes Adronomous Culverts, holding for July there, not expecting any issues. Again, as I get out in time here, I start getting more yellow bars though, because you never know what pops up. Statewide bridge nav light improvements, we've got this one pretty much on autopilot for August, not expecting any issues there. We do get some reviews to complete and some other things. Here's your other Auq Bay project here.
This is a dredging project that kind of needs to be done in conjunction with the other project. We've got it scheduled for August, but there are significant permit complications associated with that project. We're working desperately to resolve them. For now, I'm going to hold August there, but it wouldn't surprise me if we juggle that one up with the structures project and perhaps even try to combine the two projects. But at any rate, stay tuned.
Next up, some of these ER projects here, Haynes Roadway culverts, Haynes/Lutek Road, and also the third one there is kind of an old ER project from the December '20 storm. Those three, we should be on track for August and September. We definitely are well advanced on design-type things. There's some right-of-way things we need to still get into the bag, so I gave them a yellow, but hoping to switch those to green next month and hold those schedules. September, Arjuno Egan Yanduken intersection improvements, pretty big project for the region, important safety improvement.
We're holding tight on September. There's some challenges there. There's a lot of work still to do, but pretty Pretty much going to hold September there until otherwise notified. Next two up there, guardrail inventory upgrade and passing zones inventory and restriping. These are two regional projects that are under active design development, holding for October there.
Again, yellow bars because we're getting out in time.
Last slide here takes us through December, November through December. We got Cheneyak Highway rehabilitation program for November fiscal year '27. We should be on track to hit that date for sure. We'll show that— it will pop up on a shelf-ready list too on my next slide, so stay tuned. Petersburg area-wide chip seal and the Petersburg-Metcalf Highway guardrail replacement projects, two PM projects that are are already ready to go.
So they show up on our shelf-ready list for the next slide. But if they don't make this year's funding, they will make that November date for sure. Same story with the Juneau Point Stevens Culvert Drainage Improvements and the Old Dairy Culvert Replacements, kind of some small projects, but needed. Two green bars on those. Again, we'll try to advertise those earlier.
If we can get funding approval through our preventative maintenance program. So they'll show up on the next slide. Three Mile Creek improvements, Prince of Wales, November. This is a bridge project down in Prince of Wales, replacing a couple culverts with a new bridge. And fairly confident that November date, but it gets a yellow bar because it's out in time there.
HSIP, Juneau Glacier Highway, Nugget Safety improvements, December for that one. We still got work to do. But pretty small project. I think we can make that December date. Same goes for the Juneau Glacier Highway lighting improvements.
December on that for now. And Gold Bar. Big project in Ketchikan, Saxman to Surf Street pavement rehabilitation, South Tongass. Holding December on that. And we under a big right-of-way effort at this point in time.
So that's basically the critical path there right away. Hopefully that all gets wrapped up this coming summer and we'll be ready by late fall. Last on there is the CMGC project. It just shows up on the TAS. There's a note on there saying it's not to be advertised, but since it shows up on the TAS, I leave it on here every month.
Still a lot of different aspects to that project, but you won't see a public bid advertisement on that anyway. Last is the slide on the shelf-ready list. And again, these top 4 projects here are preventative maintenance projects that we will have shelf-ready. Pretty much the top 2 are ready now, March 26th. The next 2, June and July, they'll be shelf-ready by then.
If not, they go to that November date, which is the next fiscal year. And last on here is the Kodiak-Chiniak Highway rehabilitation project, and we're desperately trying to get this one bid ready for possible obligation in late '26. You still won't see a TAS date on that until September, even if we got it funded this year. If not, it'll go to the next year. It'll be ready by November for sure.
