And we'll see who's all here to start promoting. Okay, I see Al Beck, so I'm going to promote to panelist. I see Luke, I'm going to promote Luke to panelist.

0:42
Albert Beck

Just looking for— oh, there's Kirk. Perfect. I'm going to promote Kirk to panelist. I have another obligation at 11:30 that I'll need to drop off early for to get over to the meeting if I could. Yeah.

0:56
Albert Beck

Go first. Have you go first? And then disappear. Absolutely. All right.

1:01
Albert Beck

I think that works great. And I will comment back on Teams if people ask me a question. Okay. Probably around noon-ish because I have to go to a fast planning—. Oh, yeah.

1:13
Speaker A

—Meeting at that time, which I'll be just working remotely. Okay. Okay. Perfect. And it looks like we've got all our speakers here, and we've got about 10 folks tuning in, that, and a couple that keep joining.

1:30
Speaker A

Everything working on my end? I see and hear you. Okay, we'll see how the presentation sharing goes. Okay, who's going first? We're gonna have Al go first today, uh, he's gonna get out a little early.

1:43
Kirk Miller

No worries.

1:52
Speaker A

Okay, a few more joining us and it looks like we're at 11 now. So Shannon, if you want to kick us off for today's tentative advertising schedule. What month are we in? May. What year is it?

2:04
Speaker A

2026. And Shannon's got a nice little update on some metrics for us to share and then we'll, we'll get started. But yeah, Shannon, if you want to start us off. Thank you so much, Danielle. So yeah, welcome everyone.

2:18
Shannon McCarthy

Thank you for sticking with us. May has been a very busy month, and I know that our preconstruction engineers will tell us more about that in a minute. I just wanted to update you. I just took a peek at the metrics this morning. It looks like we've advertised over $450 million in contracts, awarded contracts this year.

2:39
Shannon McCarthy

And obviously there's a lot in the works still. May was very busy, and in the next— just took a peek at the tentative advertising list. And it looks like we have yet to advertise another $54 million in the next 10 days, essentially. So, so things are happening, which is really good stuff. I also wanted to mention that for Danielle and I, this is our last TAS and we are turning the baton over to a very capable team.

3:04
Shannon McCarthy

And I want to introduce Angelica Stobbs. So she'll be taking over for us. Angelica, why don't you go ahead and introduce yourself? Yeah. Hi, my name is Angelica.

3:13
Speaker A

I'll go ahead and put my email in the chat just so it's a little bit easier for you because my last name is a little funny, but I am the Northern Region Public Information Officer, and I'm very excited to be joining you all for the TAZ meetings now.

3:31
Speaker A

Awesome. Thanks, Angelica. And we do have a good team. So we've also got our 3 PIOs. So, you know, Central Region, we have Justin Shelby that supports these as well as in South Coast.

3:43
Speaker A

We have Sunny, and so there's a good team behind this that will keep it moving forward. So if you have any questions, as always, don't hesitate to reach out. And with that, I think we can jump right in. But right before we do, just want to share, we did put some time and effort into work zone awareness campaigns and outreach and just really getting the word out there. I know I've got a construction project right outside my house, and so I'm going through work zones all the time, and if you could all just help push that out there as well.

4:12
Speaker A

We know that, yeah, there was some unfortunate news with work zones for the nation recently with some incidences already occurring, and so we put some time and effort into that one, and we'll continue pushing that out throughout the season as well. And with that, I will start it with Al today in Northern Region, and as always, the chat function, the Q&A, our team is going to be monitoring, so please feel free to drop any questions, even if someone in a region has already presented. We're always monitoring and coordinating, so if you have any questions, let us know now or later, and we will get those answered. All right, Al, I'll hand it to you. All right, thank you for that.

4:56
Albert Beck

So we'll just jump right in. If you are currently interested in bidding on a couple projects in Northern Region, there's two, one on the Parks Highway And I already see a typo in my slide. It's 206 to 209. I fat-fingered that. And the Richardson Rockfall Milepost 210 Rockfall Mitigation Project.

5:17
Albert Beck

So I've got 2 out there on the street. We have 4 projects we're currently seeking authority to advertise on, and we'll have 1 more to add to that list in about a week. And so a little wait-and-see status on those 4 projects, how long it will take to get through Federal Highways. Um, so I'll just rip off the Band-Aid and get to some less than ideal news. Um, the projects highlighted in blue, I moved those projects from May to June.

5:50
Albert Beck

Um, some of it is delays we're seeing in the region, and some of the delays are just getting them approved through Federal Highways. So our Cordova Odiak Slough project, that one is just now leaving the region to seek authority to advertise. Dolce has been down for quite a while, and Federal Highways came back with a few questions. We answered those, so we hope to see that one back in the region here shortly. So we anticipate that one advertising on the earlier side of June.

6:27
Albert Beck

The Fairbanks non-motorized wayfinding signing project, that one, just left the region, and I think that's going to be probably around that mid to late June, just depending on how fast we get the funding paperwork approved back. The FAST area surface upgrade project, another slippage. That one is one that we should be certifying by the end of the week or early next week and seeking authority to advertise that project here shortly, but that one will probably be advertised towards the end of June. We are waiting on one other item for that particular one for the right-of-way. There is essentially like a right-of-way, right-of-entry type permit we need from Fort Wainwright because some of the work is occurring on the base that is on Trainer Gate leading up to Fairbanks or F Street.

7:30
Albert Beck

I believe this street is named. On TrainerGate. Anyway, so we got a little bit of work there to do still. Noatak, begrudgingly, it slipped from May into June. I am meeting with our right-of-way team later on today to ensure, like, what can we do to be able to certify that project and advertise it in June.

7:48
Albert Beck

So we have a couple hiccups in our right-of-way. One is there's a restrictive native allotment we are trying to permit access to for the successful contractor to get to that material site. There are other, other means and methods to actually get to that site, but the best access is via land through a restricted native allotment. We are working with Manilac to try and get those permissions in place, and that's taking a little bit of time. Got a little bit of a, uh, other thing to where the right-of-way is for the new runway that is near completion, and we're still waiting a little feedback on the Corps permit.

8:28
Albert Beck

We haven't gotten that back from the Corps. We provided them all their information. We hope that is any day now. So we'll be advertising that project as soon as we can. It is a major priority for the region.

8:42
Albert Beck

The Parks Highway, uh, Rex Bridge, um, we are seeking authority to advertise that project. I hope as soon as we get authority to advertise, we are fast-tracking that one out so we can get the detour bridge in place by late fall if possible. Our Belton Highway permanent repair project, it's essentially replacing a single culvert from a storm event that occurred last year. We do have authority to advertise, as well as a Nome Council Road project, which is actually 3 mini projects going to be bid as one contract. Both of those we do have ATA on, so we might be able to advertise those by the end of May.

9:27
Albert Beck

But I just preemptively moved them out to June if we do spill out into the first week of June if we don't get those advertised. But our contracts action design teams are trying to get all the required documents out. So those are both advertising. The Mountain Village Shrub Project will be advertised out of Central Region. I've just left it on here for, just once that project goes away, Central Region is carrying all the workload associated with projects advertised from statewide facilities.

10:00
Albert Beck

So that's just a remnant. Um, Seppler Drive, showing it in June, still fingers crossed. We're still waiting for the 408 and the 404 permit from the Corps. Um, and I sure hope we can advertise that project in June. Um, that one is still showing up as yellow because we're still beholden to needing those permits.

10:24
Albert Beck

The list to get us through the rest of the fiscal year, July through September, we have 2 aviation projects which we still— I'm hearing from our design project manager that we'll be advertising both of those projects, the Barrow Culvert Replacement and Nunimakwa Airport Improvements. And then lastly, we have 2 signal jobs doing upgrades to various signals in the region. Most of them are in Fairbanks, and a couple of them are outside of Fairbanks. I marked them from green to yellow because the design manager thinks it's going to be closer to October based on the turnaround time we're seeing on getting our funding paperwork approved from Federal Highways. But it's a little far out right now, so I'm keeping them in September, but just showing them as yellow.

11:17
Albert Beck

To get us into the following year, added a few more projects to the TAS. I do have a couple more preventive maintenance type projects that once they are started, I believe we'll be trying to advertise them by spring next time. And so I'll be adding those to the projects as soon as we get those starts and we can lock in a schedule for them. But the FAST area ADA improvement Project, um, we're in good shape on advertising that one in October, as well as a series of projects on the Parks Highway near Sheep Creek intersection. There's several projects we'll be advertising there in October.

11:57
Albert Beck

They are showing up as yellow still because we just heard back from the Corps. They're looking for compensatory mitigation for some wetland impacts, and we don't have a credit bank that we can just buy wetland credits 4, so we're trying to figure out what can we do to keep the project on schedule to obviate an award and still meet that core requirement for the impacts to those wetlands.

12:24
Albert Beck

Cordova Second Street, that is showing up as yellow just because the sheer volume of TCEs, just our right-of-entries that we need for right-of-way way for some of the improvements. Um, they believe they're doing well and it's a lower risk, but I'm still showing it as yellow. Our Murphy Dome Road project, we are trying to, uh, advertise that sooner than November, but essentially it's going to be late enough in the year that it would be constructed under next season, um, even if we can obligate that one sooner. Um, but we are in good shape on that project. To hit November.

13:06
Albert Beck

I added the next 3 projects, FAST Area ADA Improvements, 6th Avenue and 7th, as well as Birch and Hearst. I'm showing them up as yellow. We are trying to obligate them sooner than later. Again, just with the reduction of staff we saw at Federal Highways, and I'm not really suggesting like air quote throwing them underneath the bus, but they've had a big reduction of staff, and we're just seeing a much longer time to get things approved. And when we're looking at towards the beginning of a new fiscal year, and when they, they're, they're doing a changeover of their software, you just don't know how long it will take for them to get their system up and running again.

13:51
Albert Beck

But hopefully those won't have much, any, if any delay, and we will meet a December advertising period. Moving to our Morris Thompson Center, various improvements that are happening at and around that structure in Fairbanks. We're just working on a rehab right now so we can obligate a Phase 7. Phase 7 is our utility phase, and we're moving one pole, but we have 3 utilities on that one pole: GBA, GCI, ACS. And so it'll take a little bit of coordination to make those adjustments, hence why there's a little bit of yellow sitting there on that project.

14:31
Albert Beck

Center Creek, the design manager was out, so I didn't really get a chance to talk about an update from them on that project. We moved it from this year to January. I just need to get an update from them and hopefully I'll have that for you guys next month. And the next two projects are new projects to the TAS. One is in Fairbanks, the Pioneer Boat Launch off of Peger Road.

14:58
Albert Beck

There's a bunch of happenings with that project in and around that facility. There's a little bit of red showing up. Because it's in that park, it is considered a 4F eligible property. We're working on a de minimis call, but we haven't completed that environmental document yet. That's why it's showing up as red, not that it's a— Not that we'll have a problem completing that task, it's just not complete yet.

15:30
Albert Beck

And then our last project is our Toke Cutoff 0 to 8. It's essentially like a PM-style project, and that project just got started. And so that's one of those type of projects that will be rapidly getting it out the door. And as soon as we can have some preliminary plans, we'll get those posted. But that would be late, early in the year 2023.

15:51
Albert Beck

2027 When that could be available since we're just starting this project. And that's what I have for Northern Region. I have another commitment at 3 or 11:30 that I'll be dropping out for. So if you get any questions, I might be a little delayed getting them back to you. It looks like there's no questions as of right now, Al, but we'll monitor and connect with you if anyone has any questions.

16:16
Speaker A

It looks like we have 33 people viewing, so If you do have a question for Northern Region, feel free to drop it in the Q&A and we will coordinate on getting that response. Thank you, Al. You're welcome. Okay, and with that, we'll move on to Central Region with Luke to continue our tabs update. Good morning, everybody.

16:40
Luke Bowen

Let me see if I can get the screen share going here. Alright, hopefully folks are seeing that. My name is Luke Bowen. I'm the Central Region Preconstruction Engineer. We're running through.

16:54
Luke Bowen

So currently Central Region bid calendar includes 4 projects. I've got 5 listed here just because we did have the AMATS Downtown Trail Connection project bid after last month's update and opened before this month. So hopefully folks got a chance to see that. But if you're interested, the 4 other projects out there for bid, um, in addition to that, we've got, uh, 2 projects that we're seeking authority to advertise. So right now we've got 2 projects certified.

17:21
Luke Bowen

Uh, this is a shorter list than I'm usually reporting on. Uh, we have a number of projects that are routing through certification. And so hopefully you'll see this list grow here, but I'll touch on both these projects as we go through, um, what we have on the task.

17:35
Luke Bowen

Um, first slide here is looking at, uh, what we're showing for Central Region for May and June. First project, Big Lake 0-3.6 on Church Road pavement preservation. Great news on this one, we got funding for construction approved last week. Bid docs are down with our contracts folks, and we're hoping this one goes out this week. If not this week, next week.

17:58
Luke Bowen

So looking good for May there, and great to get this one out there on the street. Healy Station shop improvements. And also a little further down in Nana Station shop improvements. These projects are with contracts and back and forth there with our facilities folks on getting this design-build contract out. May might be optimistic, so we're likely going to see those, those shift to June, but continuing to make progress on those.

18:27
Luke Bowen

Uh, Kwangileagok Airport safety improvements, uh, right-of-way is looking like critical path on this. Uh, we do have partial signatures on the acquisitions needed to get this project out to bid. Hoping to get final, uh, signed documents here, all the signed documents that we need to advance the project. And, uh, the bid docs are with our contracts folks. And so once we've got that, uh, right-of-way paperwork in hand, uh, should be able to kick this one out to bid.

18:52
Luke Bowen

And so hopefully you're seeing that in May. If not, we'll get that out as soon as we can. Uh, next project, Mountain Village snow removal equipment building replacement. This is the one that Al mentioned that I think I think it's shown on both Central Region and Northern Region. But the facilities managed project, they're expecting final bid docs from their design consultant here this week.

19:15
Luke Bowen

And so hopefully heading down to contracts. I'm not sure if we'll get this one out in May, but if not, should be looking good for early June.

19:25
Luke Bowen

Jumping into the June projects, first one there, AMATS Northern Lights, Minnesota Drive to Seward Highway sidewalk repairs. Is the first stage, the south side improvements for the sidewalk work that we're doing on Northern Lights. We have one remaining temporary construction easement that we need to acquire, so hopefully get that taken care of here in the near term. Also, we've got our utilities folks making sure we're okay to certify on this project, so shooting for June on this one. Next project, ANC auxiliary parking lot expansion.

20:01
Luke Bowen

Utility agreements are in process. But still looking good for June. King Salmon Airport Shrub. So looking at a final review, PS&E review here coming up shortly. Environmental efforts and SHPO coordination are likely critical path on this one.

20:23
Luke Bowen

Late June is probably optimistic, but we'll see if we can hold June. If not, likely shift to July.

20:31
Luke Bowen

Um, Matsu Area Repairs Group B, um, our last earthquake repair project, uh, got approval for construction funding from FedHighways here last week on this one as well. So great news there. Um, we're working on finalizing bid docs and looking to get this one out, uh, in June. So, uh, stay tuned for that one. And then Takodna Airport rehab, uh, we've got one remaining, uh, Right-of-way acquisition, understand that's closed and we may have signed documents on that.

21:03
Luke Bowen

So that's advancing. And then also our Corps permit is in process. And since last month, we did finalize the utility agreement. So that would have changed from a yellow to a green there. So making some progress and looking good on June for this one.

21:17
Luke Bowen

And then the last project in June, a big one there, Wasilla Fishhook Main Street rehab. This project just turned I heard this morning that our last utility agreement is signed. We have signed right-of-way agreements, right-of-way acquisition paperwork on this one, and so looking at a conditional cert on that one. And so hopefully this one's certifying, we're requesting construction funding, and we can hold June on this one. But great progress here in the last month.

21:45
Luke Bowen

Great to see that final utility agreement signed. And so, uh, be a great one to get out here forces here. Uh, moving to July, uh, first project there, ANC Taxiway Zulu Extension West. Uh, this one still working on utility agreements, and then also, uh, the FAA approval of the construction safety and phasing plan. Uh, it's not expected until mid to late June, so looking, looking good for July on this one.

22:13
Luke Bowen

Continue to track there. That's a big project out at ANC. Next project, Anchorage Area Drainage Preservation. This project certification set is distributed and hoping to get that one finalized here. We're also finalizing the project specifications for some of that trenchless storm drain repair and on track for July.

22:37
Luke Bowen

HSIP to Tudor Road, Baxter to Patterson channelization. We held our 95% review and we're in the process of finalizing design elements based on comments received there. Expecting to route this for cert in June and then hopefully have our construction funding in place to get this one out to bid in July. So good there.

22:59
Luke Bowen

Hollywood Road, Vine to Big Lake pavement preservation. We received our— this is one of the projects that was on the shovel-ready list and moved into the expected program here this year. So taking a real close look on everything that we need to certify this project and get this thing funded for construction this year. As we're doing that, some of the right-of-way mapping has been finalized, and we do need a number of temporary property interests there. So taking a look at timelines there on how fast we can get that done.

23:32
Luke Bowen

More to follow on this one. We may see this one slip from July, but we're going to hold it as close to July as we can.

23:40
Luke Bowen

Next project, Kenai Spur Highway, mile 29 to Highway 38 pavement preservation. This is another one that came off the shovel-ready list. Well, forget that, sorry. So this one, since last month we did finalize the utility agreements. Right-of-way encroachments is something we're coordinating with on right now, and that might be critical path to cert.

24:02
Luke Bowen

So working through that, but hoping to hold July there. Palmer Fishhook, mile 7 to 17. All of our environmental permits have been submitted on this, which was the critical path element that we were tracking last month. With those submitted, it looks like right-of-way encroachment, similar to the Kenai Spur project, is going to be critical path here moving forward. But hoping we could get this project started, get funding in place, and get this one out to bid in July.

24:30
Luke Bowen

Seldon Road, we've got two property acquisitions that we need to make on this one. Made progress on one of them and hoping to see a signed offer on that in the near future. The other one, still coordinating with the property owner, and so hopefully we can, we can make some progress there. Also have a number of utility agreements that we're going to need to get in place, so, um, and also a core permit. So a lot of yellow on this one.

25:01
Luke Bowen

July may be too optimistic. We might see this one moving later into the fall, but continuing to push on this one and get this one obligated for fiscal year '26 funding. Uh, and then, uh, last project on the list here for July, uh, Tanunnic Airport rehab. Uh, we should see the 95% review set going out here shortly. Um, EPA document and the Corps permit have all been submitted, so hopefully that, uh, yellow triangle there in the environmental column ends up turning to green here next month.

25:32
Luke Bowen

And we did acquire all the TCEs that we need for this one, so that right-of-way has shifted to green there. So shooting for July on that airport project.

25:43
Luke Bowen

Moving to August, first project there, CTF Alternate Alignment, Alternate Interest Alignment. This one we were waiting on H&H analysis. That is expected to be delivered here this month along with the updated plans, specs, and estimate. So hoping to keep this one on track and get this one bid in August. Fairview Loop, the next two projects that we've got shown here, environmental has changed to green since last month's report.

26:13
Luke Bowen

Progress there. Right-of-way acquisition still looking like critical path to getting these projects out and anticipate these being bid together.

26:23
Luke Bowen

Glen Highway, Old Glen erosion protection, this project we're looking at doing a combined design review review here in the near future, shooting for August bid. And it looks like design efforts and environmental are likely critical path to getting this approach and protection work out here for the first phase of this project.

26:47
Luke Bowen

Next project, HSIP Wasilla Fishhook and Spruce Peck Roundabout. The 95% design review is out for review with the meeting scheduled for June 17th. We've got utility coordination ongoing, shooting for certification on this project mid-July and August bid. And then last project for August, the Sterling Highway mile 43 to 56 pavement preservation. This project, we completed the 95% review since last month's report.

27:21
Luke Bowen

Utility And right-of-way encroachments are critical path and ongoing coordination efforts there. We've got a lot of signs in the right-of-way there and possibly one structure, so trying to get those issues resolved and working towards an August bid on this one. Moving into the fall, looking at September, pretty healthy list there on the September slide. AMATS 4th Avenue signals and lighting upgrade, utility agreements are anticipated to be critical path on this one. And also need to get that 95% review out here in the near term to keep this on track.

28:01
Luke Bowen

We're hoping to hold this obligation here this year. Delivering AMATS-funded projects is always a priority for us. But keep you updated on potential schedule shifts on this one. ANCP FAST remediation, core permits looking like critical path, continue to look like critical path on this one. So shooting for a September bid here.

28:25
Luke Bowen

Glen Highland Road interchange improvements.

28:30
Luke Bowen

Since last report, it looks like the funding is going to be shifted from fiscal year '26 to '27. So this project may be moving a little later into the fall/winter timeframe there. And we were up against some pretty big challenges there on the utility right-of-way front there. Keep you updated there. So we may see that one shift here in next month's report.

28:54
Luke Bowen

Uh, the next two projects there, HSIP Gamble Street utility pole removal and increased lighting, and HSIP Gamble Street and Inger Street overhead signal indications. Uh, this project, critical path, it's looking like, uh, temporary construction easements for lighting installations there along Gamble. So continue to track on that. Also, a lot of utility coordination going on with these two projects, but still working to hold September there.

29:22
Luke Bowen

Next project, HSIP 5th Avenue concrete street to Carlock Street pedestrian improvements. We're expecting to hold our 95% review here in June. There's some right-of-way encroachments that we're coordinating with within the project limits on this. This is a critical obligation for us for our HSIP funding pot of money. And so continuing to push hard on this one to get this one funded and hopefully out to bid in September.

29:49
Luke Bowen

And then another HSIP project here in September, HSIP Bogart and Ingstrom roundabout.

29:57
Luke Bowen

This one we've got 4 property acquisitions remaining, which is looking like critical path. Also a lot of utility coordination ongoing for the 5 different agreements that we need for this project. So pushing hard on this one, but a lot left to do here to get this one obligated this fiscal year and hopefully out to bid in September. Lake Hood East Boundary Fence Removal, design is ongoing on this one and still shooting for September bid.

30:26
Luke Bowen

And then last project on this one, Sterling Highway Mile 157 to 169 Reconstruction Anchor Point to Baycrest Hill. This is a big one here that we've been tracking. We're still working on our last retain— remaining utility agreement for this project. If you're tracking it closely, you might notice a cost increase on this. Previously, we were going to separate this out into 2 construction phases, so 2 bid packages, and it's looking like the funding is going to be there to combine those 2 phases.

30:56
Luke Bowen

And so, big project here and working hard to get this one out in September, hopefully. Hopefully we can get that last utility agreement knocked out and get this one over the finish line.

31:09
Luke Bowen

Looking further into the fall, October through December, nothing on the TAS for Central Region in October. Looking at November, we've got ANC ARFF, airside pavement rehab. This project, we've got environmental's been completed on this. Utility impacts are out there, but expected to be minor. Critical path anticipated design, so working towards November on that one.

31:34
Luke Bowen

ANC East Tug Road improvements, design's ongoing, similar, on track for November there. And then the last one, or the next one there, ANC Taxiway K apron rehab, environmental and design efforts are ongoing for that project. AMATS Fish Creek Trail connection, currently working on our 95% design review. Utility coordination's ongoing and progressing towards a December bid on this project. Some work left to do there.

32:07
Luke Bowen

Abbott Road pavement preservation, new sewer to Lake Otis, design's ongoing. Storm drain and drainage coordination with the Academy Vanguard project is continuing there. Good for a December bid. On that one. Hope Highway, mile 7.9 pipe replacement.

32:29
Luke Bowen

This project right away is looking like critical path there with the challenging acquisition on this one. And so continuing to try and make progress there. Looking like a December bid there provided right-of-way acquisitions result.

32:46
Luke Bowen

Seward Highway, mile 90 to 99, Fish and Game and railroad coordinations ongoing. Going related to culvert work there, shooting for December bid on that one. And that covers through calendar year '26. Um, moving into '27, uh, we've got ANC Taxi Lands Romeo-Limo improvements, uh, working on design and NEPA documents. No utility conflicts, uh, anticipated on this one.

33:15
Luke Bowen

On tracks for January. Uh, Central Region ADA compliance Project. The environmental document's been approved. We're looking at getting some survey information here this summer and shooting for a January bid on this project. Central Region service treatment, this one, resources are committed elsewhere, and so I need to get some folks working on this one.

33:40
Luke Bowen

Still holding January. This can come together pretty quickly there, but at the moment, Not a lot of progress ongoing there.

33:49
Luke Bowen

Glen Highway Airport Heights to Parks Highway rehab, working on final design on this. We do have a big amendment to the design contract that's ongoing right now. Also some right-of-way and acquisition work, utility agreements, and then also permits required on this one. We're showing January for right now, but likely be reevaluating the schedule here once we've got that amendment to the design contract approved. And that one will be bid with the next project there, the Glenn Highway Incident Management Traffic Accommodations Project.

34:23
Luke Bowen

And that's the first of at least 3 phases of work on the Glenn Highway there. Some big dollars there on those ones. Sterling Highway 169 to 175 pavement preservation, utility and right-of-way efforts are looking like a critical path tied to the drainage work needed within that stretch of highway. Shooting for January at the moment. ANC gates B1, B3, and B5 rehab.

34:51
Luke Bowen

Design's ongoing here, shooting for February.

34:56
Luke Bowen

Moving to the last slide that we've got for Central Region in March, starting with AMATS Old Seward Highway Spur. This project, working on our 65% design review, coordinating on Fish Patch culverts, which is looking like that may be critical path elements there on that, but looking good for March. Bethel Apron West, sorry, Bethel Airport West Apron improvements, environmental is looking like critical path on this, but hoping to hold that March schedule for that project. Glenn Highway, mile 66 to 92, pavement preservation stage 2. This is from Mile 75 to 83.

35:38
Luke Bowen

Design utilities and right-of-way encroachment efforts are looking like critical path. We do have some folks out in the field right now evaluating some of the potential erosion protection needs within that stretch of highway that we can include with that project. And so design's advancing there. Next two projects, KGB reconstruction, this one right-of-way is looking like critical path. We've got over 100 acquisitions that we're going to need on this project.

36:07
Luke Bowen

Also a decent amount of utility coordination here. I think we're hitting every utility in that stretch of highway. And so working hard on getting our 95% review out here this summer to kind of finalize design. We'll continue to make progress on the right-of-way and utility sides here. And hold March for this one.

36:31
Luke Bowen

Uh, Seward Highway racks, uh, this project is going to be, um, likely a critical path on this is the BABA waiver for the rack equipment, um, racks equipment. So continue to work on that one. Uh, Soldotna readout, uh, Avenue and Smithway rehab, uh, right-of-way is looking like critical path on this, uh, 37 temp interest anticipated at this at this point. Also, utility agreements needed on it. So shooting for March on this one, but based on our typical right-of-way timelines, we might need to adjust the schedule on this.

37:08
Luke Bowen

So this might be pushed out here in the future. Update is we have more information there. And then 2 projects scheduled for April, both of these anticipated to be bid at the same time or in one package, HSIP Old Sewer Industrial Way and 120th Avenue. Channelization and Old Seward Highway and Huffman, um, O'Malley to Rabbit Creek pavement preservation project. Design efforts are ongoing on this one, even though we're looking all the way out in April, looking at some pretty high confidence to deliver on that one here next spring.

37:43
Luke Bowen

So I think that covers my presentation. I'm happy to answer any questions any folks might have.

37:55
Speaker A

I think Angelica was sent a question. Angelica, do you want to read the one you got? Yeah, so I received a question from Lisa. She asks if Atwood Building electrical upgrades is a design or construction project. Uh, you know, I'm not familiar with that one.

38:13
Luke Bowen

I'll have to get an answer back to you. That's one of the facility managed projects. That we have on that one. But it is up on the— up on the BIDIC calendar right now, so the information may be available online as well.

38:35
Speaker A

Looks like that's the only one you got, Luke. All right, sounds good. Well, thanks all. We'll see you guys next month. Okay, we'll follow up.

38:41
Kirk Miller

Angelica will follow up with that one that was sent in for later. And Kirk, You are our closer today. Okay, we'll get going. Kirk with South Coast. Uh, did something pop on the screen?

38:56
Kirk Miller

Yep. All right, we got lucky this month. All right, we'll get into it. We got 3 projects currently advertising: Craig ADA improvements and the Heidelberg seaplane facility refurbishment. Uh, we got 2 more that are going to pop on today that we'll talk about in a minute, but we got these 3 that are active right now with bid openings in June.

39:19
Kirk Miller

Actually, one is in end of May for Craig ADA and then June 11th on Heidelberg.

39:26
Kirk Miller

Next up, these first two, HSIP Powell Rumble Strip, Yakutat-Arkland River Bridge, Buppin Slope Restoration. We just got everything ready to go and I'm thinking they will hit the TAS today. So we made May on those two. So watch out for them on the TAZ. I got word this morning that both of them are probably going to be live today.

39:49
Kirk Miller

Number 3, Ketchikan Airport seaplane ramp and haul-out refurb. This one's going to squeak out by the end of May. We're just doing a final bid doc check and we should have everything in order to get that out in May. Point Stephens culvert and drainage improvements, same story here. We're wrapping up All the documents are at our contracts desk, and that might advertise within a few days here.

40:14
Kirk Miller

Egan Drive lighting improvements. I did slip this one from May to June. We just need a little more time to clean it up. We just got the certification plan set in. We'll certify that probably this week, get the PDA in, and wait for funding approval.

40:28
Kirk Miller

So that'll probably eke out into June there for the Egan Drive lighting improvements. Gustavus Ferry Terminal generator replacement, small project there. Had a slight delay in getting it certified, but we're also waiting on our funding approvals from FHWA, but we're ready to go on our end as of today. If we get that PDA in from Federal Highways, we should advertise that soon, but I put that in June too, so I slipped that one from May to June. Kind of the same story on this small project in Skagway too.

41:02
Kirk Miller

This is the Anchor Chain Replacement Project. We've got it fully certified and we're waiting on the PDA from FHWA, but obviously not going to make May, so I slipped that one to June. Next up, Angoon Ferry Terminal modifications. This one I did move it from May to June. We are ready on our end for the most part in June, but I will caution the parties here that There's a lot of funding issues associated with this.

41:33
Kirk Miller

We converted it to FTA funding, and we need some conversations internally to see if we can advertise that in June, or we got to wait longer on FTA. So kind of complicated there, but I'm hoping we don't just keep bumping it month by month. But at this point in time, we could be ready in June, and I'm going to— I moved it to June, so Hopefully it pops out, but if not, next month I'll give you a better update. Haynes Airport Rehabilitation and the Haynes Airport SRE Building, these two projects are going to be bid together, and by all indications, we should be ready in June. We're wrapping it up right now.

42:15
Kirk Miller

Get some pre-vetting going with FAA, but for the most part, we got authority to advertise right now. We just need to finish it off on our end. And expect that in June. Last on this summer list is Dutch Airport vehicle gate replacement, and this one does have some risk. We're waiting on a final environmental document, and there's a small right-of-way component, but I think it's going to all squeak out in July, and I'm going to hold that date there.

42:45
Kirk Miller

It's an important project to us. It's not real large, but it needs to be done.

42:52
Kirk Miller

Next up, kind of an August through October list here. Juneau Glacier Highway resurface ferry terminal to South Lena. I did move that from July to August. I think we're going to need just a little more time to squeeze that one out. We got some final cleanup.

43:09
Kirk Miller

We still need to hold a final review. So we need to get that out of the way, clean up the plan set, get it certified. And then funding approvals. So I'm aiming for that August date now. Next up, statewide bridge navigational light improvements.

43:24
Kirk Miller

This is actually kind of an odd project for South Coast. It's got navigation lights all over the state. So at any rate, we took it on with Bridge Section and that should come out in August. Not expecting any issues there. We do got to do a final review, kind of a small project, but At any rate, aiming for August.

43:45
Kirk Miller

Haynes-Lutak Road, December '20 SEPR. This is just leftover this emergency stuff, and I do keep slipping these things. I put, I put it, I gave it a red. That might be September, but I'm going to hold August on that and see if we can clean up a few right-of-way loose ends and get a final review done. Next to Oak Bay East Burke Terminal improvements and Oak Bay East Burke Terminal improvements dredging.

44:11
Kirk Miller

I mean, these two projects kind of need to bid together. We've got some significant permitting issues, delays on our dredging aspect. The other project has been done for almost a year now, so we have a final plan set, but we need to link it with this dredging project. And I'm going to admit right now, I'm not sure about this August date. It could move all the way until next spring, but for better or worse, I left it in August.

44:37
Kirk Miller

And I hope to give you a better update next month. High risk, I know, so I gave them red boxes. Next up, Juneau-Egan-Yanduk intersection improvements. This is a big, important delivery for the region, and this one's got a lot of risk as well. We did hold a PIH review.

44:56
Kirk Miller

We're aiming for a PS&E review soon. But there's a lot of work to do here, especially with respect to traffic control plans. I hope to make this fiscal year, and I did give— we didn't change it, so, but I gave it a red for a risk factor there. If it doesn't come out September, it's not going to be too many months beyond that.

45:19
Kirk Miller

Cordova Ferry Terminal modifications, all indications this project is on track for October. FTA-funded affair here, so there are funding issues, but I think we're going to be on track for October. Pretty big project too. That's a marine project. Got a couple of HSIP jobs here to finish this list out.

45:39
Kirk Miller

Guardrail inventory and the passing zones inventory. We'll probably bid these two jobs together. Still aiming for October there. We definitely have work to do. We got to finish off the review, get our environmental documents in place.

45:56
Kirk Miller

A little bit of risk there, so I gave them a yellow. But we got quite a bit of work done already. This is like a region-wide spot repairs all over the place.

46:07
Kirk Miller

Last on the list, last slide, November through May, Haynes-Adronomous culverts, again, one that sort of eludes us. We're holding November there. Skagway, Hoonah, Petersburg roadway culverts, the next one there, holding November.

46:26
Kirk Miller

Third one down, Kodiak-Chiniak Highway. By all indications, I think we're going to be ready in November. We were aiming to get this done earlier, but it cannot be funded this fiscal year. We're going to try to get that out as early as possible in November. We do have an environmental document.

46:43
Kirk Miller

We have to do another plan review and some design work, but at the end of the day, I think we'll make that Chiniak project Next two are PM projects, Petersburg area-wide chip seal and the guardrail replacement. Probably bid these two together. They're ready right now to go. They'll show up on my shelf-ready list, but at the end of the day, we don't have confirmation of more PM funding, so they show up in the TAS in November, which is early fiscal year '27. Next up, Old Dairy Culvert replacements, Juneau Glacier Highway there.

47:19
Kirk Miller

We'll be ready in November with that one. And this one could come out earlier too. This is on my shelf-ready list. So I think we can have that one ready to go by July if we get funding. We'll bid it.

47:31
Kirk Miller

Kind of a dinky project that needs to be done. Powwow, Three Mile Creek improvements, November. This is a new bridge on Prince of Wales Island. We, we definitely have some risk on this project. Right now we're kind of wrapped with some FHWA funding hurdles.

47:47
Kirk Miller

This is a grant program that seems to have stalled at Washington, D.C., so we need to get the next phase of this project going, which is final design. But we've got a ton of work completed and we could very well make that November date if we can clear out some FHWA hurdles. Next up, another one of those ER project, Haynes Roadway and Culverts. Got a change, I think this was in August, we moved it to December. Got to clean up some right-of-way, minor acquisition, finish the reviews off and hopefully get rid of that project sooner than later.

48:26
Kirk Miller

Juneau Glacier Highway nugget safety improvements, Egan to L, not sure, at any rate that's on Egan Drive to about Auk Lake there, or not Auk Lake, that Egan Drive to the McNugget intersection is where that is. We're still tracking December there. We definitely got work to do, need to get this reviewed and through the process here, but December should be a decent date for now. HSIP Juno Glacier Highway lighting improvements. This project's kind of just getting kicked off, aiming for December.

49:05
Kirk Miller

I'd say there's some risk of meeting December, but pretty simple project if we can get it fleshed out and moving along here, but we haven't got a ton of progress on that. Last up, catch can— well, not last, but last for '26 would be Saxman to Surf Street pavement rehabilitation. This is a pretty important delivery for the region. It's not without its problems. We're in a very large right-of-way acquisition phase right now.

49:33
Kirk Miller

All indications are pretty good for December, try to get out get that project out as early as we can in fiscal year 2027, which is December of '26. Two projects showing up here for May: King Cove Airport resurfacing will be ready definitely by May, assuming the FAA funding is all intact and still get a green light on that, and Southeast Region lighting improvements. This is an area-wide lighting project, going to swap out a bunch of old lights with LED lights, and we should be ready in May on that. I do think there's still some voids here. I need to look at the '27 and '28 program, go back into the TAS, and perhaps next month a few more will show up.

50:22
Kirk Miller

But for now, this is what's hitting the 12-month list.

50:27
Kirk Miller

Last is the shovel-ready list. Yeah, we got these, the chip seal, the Petersburg guardrail replacement, and this Juneau Glacier Highway, Old Derry Culvert Road replacements is essentially all that's on our shelf-ready list at this point in time. If we get some more PM funding toward the end of this fiscal year, we'll pop all 3 of those out. If not, they slip into that November timeframe I talked about earlier. That's all I got.

50:59
Speaker A

Well, wonderful. Thank you so much. I'll turn it back to Danielle for final words. Okay, and it doesn't look like we have any Q&As. Angelica, I just wanted to make sure you were able to see in the chat.

51:10
Speaker A

It looks like Luke was able to get information on the inquiry from before, so we can email that back and get that one closed and finalized. So I'm currently downloading the recording from last month. My apologies on the delay on that. We, uh, Angelica is going to be up to speed on that and getting these recordings out much faster. So we'll get this one downloaded and recorded as well, um, and put on the public input site.

51:37
Speaker A

And just want to thank everyone for your time and being here. We had over 36 people tuning in at the beginning and there's still 22 of you here. So thank you for listening and you know where to find us and we'll talk to you soon. Bye.
