I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, liberty and justice for all.
Thank you. Can I get a roll call, please? Ms. Frazier. Here. Ms. Williamson.

Any opposed? Nope. Okay. Approval of minutes. Can I get a motion to approve the regular meeting minutes of May 20th, 2026, please?
I move to approve May 20th's regular meeting minutes. Second it. Motion and second. Any discussion on this one before we do our voice vote? No changes or anything?
Okay. All right. All in favor of approval of the minutes say aye. Aye. Aye.

Good evening. Nobody on the phone? No. Okay. All right.
Let's go ahead and move on to our public hearing for the evening. We have case number 26-019. Native Village of Karluk requests a conditional use permit on Township 30 South, Range 32 West, TL-2001, Track C, Karluk. It does not have a common address. The property ID is 18255.
To bring the existing utilities facility into compliance with the Sea Conservation Zone, proposed project includes replacing the water tank, water mains, and service lines to provide year-round service— year-round source of potable water. Can I get a motion, please? I move to approve Resolution FY 2026-022.
I second. Okay. Motion and a second. Can we get a staff report, please? Yes.
Thank you. Chris French, Community Development. The Native Village of Akarlik requests a conditional use permit for a utility facility within the C Conservation District. The subject parcel is split zoned between the C District and the W Watershed District. The utility facility is permitted use within the W District, therefore, the conditional use permit is needed for the portion of the development that is within the Sea Conservation District zone.
The applicant proposes improvements to the current water treatment facility including a new water storage tank and new water lines from the tank to the treatment facility. This facility is the primary source of drinking water to the Village of Carluck. Staff has reviewed the application against KIBC Chapter 17-200. [FOREIGN LANGUAGE] And the staff analysis can be found on pages 3 and 4 of the staff report. The proposed findings in support and the proposed conditions of approval may be found on pages 5 and 6 of the staff report.
The staff finds that the application meets the requirements of the code based on the submitted plan and details provided and based on the proposed conditions of approval. Both the findings and conditions of approval have been incorporated into the proposed resolution FY20— Mr. Mayor, 26-22. If you have any questions, I'll be happy to answer those.
Thanks, Chris. Any clarifying questions for Chris before we open the public hearing?
I don't have any questions, but I'd just like to say that I'm glad to be helping them get their water back online again. So this is a good project.
Okay. With that, let's go ahead and close the regular meeting and open the public hearing. For anybody who might be on the phone who would like to comment on this public hearing item, you can call our local number, 907-48— oh, it says 489. It's 486, isn't it? Yeah.
486-3231, Or our toll-free number at 855-492-9202.
If you are here in person, please come to the podium, sign in, and state your name for the record before speaking.
Do you know if the applicant was intending to call in this evening, Chris? I mean, we had heard that the applicant's representative could be calling in, or at least they were watching. If you have questions of them. Hopefully, they are watching the meeting. We did inform them on how to participate over the telephone and how to watch the meeting via YouTube.
Okay. We do have a phone call. Oh, we do. Okay. We are now answering a call from McHugh.
We are now answering a call from McHugh. Good evening. Thank you for calling the Planning and Zoning Commission. If you have any other devices, please make sure to turn them off to reduce feedback and please state your name for the record. For the record, you have 3 minutes.
My name is Karen Brown. I'm with the Alaska Native Tribal Health Consortium.
Are you still there? Yes, ma'am. We can't seem to be hearing you that clearly.
If she has on the YouTube going, she probably should shut that off, so it might be having feedback. I think it did turn off. I think it might— it's either an issue with the Assembly chambers or the connection. Okay.
Are you still there?
I am going to end the phone call just because we can't hear. What I did hear, I believe, was that she was from Alaska Native Tribal Health Consortium, which is a partner in the project, right? Correct. The applicant's representative, yes. Okay, yeah.
I didn't personally have any questions for them. I feel like this— I feel like this request is pretty straightforward. I just wanted to make sure they had the chance to participate if they wanted. I just also want to state for the record, in case whoever called is still watching, I believe there was an issue with our audio, either in the chambers or the connection with the call. We do not have any clarifying questions as far as to my knowledge.
And so I apologize for that.
Okay. Any additional phone calls? Maybe. Let's see. We are now answering a call from the queue.
Good evening. Thank you for calling the Planning and Zoning Commission. Please state your name for the record. Good evening. Thank you for calling the Planning and Zoning Commission.
Please state your name for the record.
This is Karen Brown with the Alaska Native Tribal Health Consortium. This is Karen Brown with the Alaska Native Tribal Health Consortium. I believe you have another device on, maybe with the YouTube video. If you could turn that off to prevent feedback within the assembly chambers, we'd be able to hear you a little bit better.
Are you still there? Can you guys hear me? Yes, we can hear you now. Ah, there you are. Okay.
I'm Karen Brown with Alaska Native Tribal Health Consortium, and I'm working on the Karla Water Treatment Plant Project. Perfect. Is there anything you wanted to comment on specifically, or were you just calling in case we had any questions? I was just calling in case you have questions.
Wonderful. Thank you. Thanks. Does anybody— anybody have questions for Ms. Brown? No, I don't think we have any questions.
I feel like your application was pretty thorough. We appreciate it. Great. Thank you so much. Thanks.
Also, I would like to apologize for the previous issues with phone. It might have been me.
User error, probably.
Okay, well, since we don't have any questions, if you'd like, you don't have to stay on the phone call. It'll be live-streamed, I believe, after discussion. We'll be voting on it fairly shortly. Okay, thank you so much. Of course.
Thank you for calling in. Yes, ma'am. Bye-bye. Any other phone calls in the queue? Nope.
Okay. All right, well, let's go ahead and close the public hearing and reconvene the regular meeting. Additional discussion on the item?
Nope. Okay, um, let's go ahead and do a roll call vote then. Hayley, please. Miss Frazier. Yes.
Miss Williamson. Yes. Miss Craig. Yes. Mr. Neff.
Yes. Mr. Delgado. Yes. Does anyone wish to change their vote? Motion passes 5-0.
Thank you. That's the only public hearing item that we have this evening. We do not have anything under old business or new business. We have a subdivision case approval letter under planning and zoning case result letters, as well as the rezone request for Uzinki that we had last month. No abbreviated and final plat approvals.
So we are on to Director's Comments. Chris, what do you have for us? Yeah. So this will be short and sweet. So speaking of the Uzinky rezones, so the Uzinky Tsunami Shelter rezone for that property associated with the subdivision that went to the last meeting, that is scheduled for introduction before the assembly on July 2nd.
I just wanted to make sure that the assembly knew about that and how that's proceeding through the legislative approval process. And then for Plan 2045, staff is working to bring chapters forward. I did have discussion with the Borough Manager, so we are going to bring chapters forward to the Commission first for comments and any changes you may have, and then we will go on to the Assembly at work sessions to go over individual chapters. The first chapter that we will go through is the first chapter, which is the introduction section. It is a large—.
Yes. Portion of the plan that includes the Census data and other kind of information. That will be going or coming before the Commission in July at the work session before going on to the Assembly after that. And it's a fairly large chapter, so we will do our best to try to get it to you as soon as we can, probably send it out to you via email probably before the agenda is published so that you have more time to look at it. Thank you.
If you have any questions on anything, please let me know. Thank you. Sounds great. Thank you. Any questions for Chris?
Okay. We are on to our second round of citizens' comments. Citizens' comments are limited to 3 minutes per speaker. To call in and make comments, you can use our local number at 907-486- 3231, or our toll-free number at 855-492-9202. Comments under citizens' comments are for general topics only.
Good evening. Okay. Hearing and seeing no one who would like to make comments, let's head down to Commissioner's comments. Didn't we usually do Commissioner's comments after announcements?
I'm not sure. I think it's always been— Before announcements, I think. Yeah, I think that's true. I just— I didn't notice it on the agenda until we got down here. Okay, let's go ahead and do commissioners' comments.
We have our approved agenda here, and then we'll do announcements from the chair. Tracy, would you like to start for us this evening? Sure. Thank you so much, everyone, for being here, and thank you for your work on the agenda, and have a great day and enjoy the weather.
Yeah, thank you guys for being here on this beautiful day. Happy Father's Day to those fathers on Sunday, and we'll see you guys next month.
Court? Nothin', nothin'? Okay. It's summer again. We got— seems like we get 2 days of good weather and 5 days of bad.
I did plant some cottonwood trees in my yard, so the rain was good for that. They're doing well. I don't have anything more than that. Just enjoy the summer and be careful out there.
Okay. I don't have anything either. So short and sweet this evening. Announcements from the chair. Our next work session is going to be —here in Assembly Chambers, July 8th at 6:30 PM.
And our next regular meeting will be Wednesday, July 15th at 6:30 PM, also here in Assembly Chambers. Looks like we're at the bottom of our agenda, so I would love to entertain a motion to adjourn. I move to adjourn our meeting at 6:46. Is there a second?
I second it. All right, motion second. All in favor of adjournment, say aye. Aye. Aye.
All right, we're adjourned. Thank you.
