Welcome to the Planning and Zoning regular meeting on May 20th, 2026. I call this meeting to order at 6:30 PM. Can you please stand for the Pledge of Allegiance? Okay. To the public hearing, starting with Case S26-016, requests a subdivision of USS 4871 Block 1 Track C, creating USS 4871 Block 1 Lot 2 Track C, and an extension of G Street, a 60-foot right-of-way.
I request a motion. I move to approve Resolution FY 2026- 20— 0-2-0, which includes— that must be wrong.
2026-0—. 0-2-0, So it should be. Yeah, it's—. Oh, okay. Which includes the findings and support and conditions of approval.
Second. Okay, can I get a staff report, please? Yes, thank you. The Native Village of Usinki submitted a preliminary subdivision request to create one lot and extend the G Street right-of-way as shown on the current plat dated May 14, 2026. This plat has been updated since the May 13 work session to address the right-of-way location issue that was discussed at that meeting.
Staff has reviewed the revised plat and the staff report attached to this agenda item has been updated accordingly. In addition, the proposed resolution number FY2026-020 has been updated to include the revised plat.
And we will go through just quickly here. So Staff Analysis is on page 2— starts on page 2 of 5 of your staff report and extends onto page 3 of 5. The staff recommendations and findings begins on page— at the bottom of page 4 of 5 and then extends onto page 5 of 5. You have 4 proposed conditions of approval, really, Two of them are probably— two of them are normal ones that we have for plats, like closure reports and being in accordance with the final plat requirements of Chapter 6 of Title 16. But we also have a requirement that the rezone to the PL Public Use Lands District be approved by the Assembly prior to final plat submittal and that the zoning compliance permit also be approved for the tsunami shelter structure.
On the property as well prior to submittal of the final plat. Those are your conditions of approval. Staff does recommend that the Commission approve the preliminary subdivision plat as requested by the applicant based on the findings in support as well as the proposed conditions of approval. And if you have any questions, I'll be happy to answer those. Anybody got any questions?
Yes, Chairman. Just to be clear, regarding the right-of-way versus extension, we've dealt with that in this? Correct. Flat, and it's attached in several ways. It's once attached to your staff report, once attached to the resolution, and it's also in your— generally in your packet.
But what happened was instead of the right-of-way stubbing directly into the new lot, it is now onto the left side of the lot, and that lot extends over to the side. And so that allows that right-of-way to be extended in the future when new lots are to be created. So that addresses the issues that we brought up at the work session. Wonderful. Thank you.
And then just another clarification is I think that this shows that all of their ownership questions are addressed and once things are finalized and—. Correct. So the applicant was the city, you know, the city— the applicant was the Native Village of Usinki. However, the City of Usinki signed these applications both for the rezone and the plat because until the lot is created, you can't do a deed to actually do a transfer of title or, you know, of that property. So— but there is an agreement, as my understanding, between the city and the Native Village of Usinki that they will be selling them an acre and a half that would encompass the tsunami shelter structure.
And so by approving the plat and having it go through its process with the rezone and also for its final plat approval and recordation that will allow them to transfer— the City to transfer the ownership to the Village.
I'd just like to piggyback on that, just a fine point. We did correct the Fog Neck nomenclature versus Ozenki. Yeah. It's— everything is Uzenki. Yep.

Okay, great. All right, uh, case number 26-017, request a rezone of a portion of Yuzinki Track C, Block 1, remainder of USS 4871 from R-1 single-family residential to District 2 PL public use lands district. Zoning will correspond lot created by subdivision case S-26-0126. Can I get a motion on this?
I make a motion to adopt Resolution No. FY2026-21, which includes the findings in support. Second. Okay. Staff report, please, Chris.
Yes. Thank you. The Native Village of Ejincke has submitted a rezone application for the lot proposed to be created by Subdivision Case S-2616. The rezoning would change the zoning from the current R-1 Single-Family Zoning District to the PL Public Use Lands Zoning District. The new zoning district would allow for government offices and other community support uses, including the use of the structure on the property as a tsunami shelter.
And I'll just go through the analysis a little bit in the staff report. The staff analysis begins midway through page 2 of 4 in your staff report and your staff recommendation with findings starts on the bottom of page 3 of 4 and extended to page 4 of 4. There are 4 findings that are in your staff report on page 4 of 4 and they are also in your resolution. And then staff recommends that the Planning and Zoning Commission forward a recommendation of approval to the Assembly for this rezone request, which is listed in your Resolution FY2026-21. If you have any questions, I will be happy to answer those.

S-26-015 was signed, approval letter. Director's comments. Yes, thank you. I will keep it pretty short here. Plan 2045 Comprehensive Plan, with the closing of the last public engagement survey, staff is working on the draft Comprehensive Plan document and staff will be bringing drafts to the Commission for review and comment.
During future work sessions. In particular, staff will be bringing future land use map issues to the Commission for review and for policy direction. And this will begin with the June 10th work session. We may actually bring a chapter draft too if it's done. I have some outside folks reviewing that for— since it's the intro chapter, we get into a lot of history and stuff.
So we have folks reviewing it from the Alludic Museum and some other agencies. If we can get those comments back before that meeting in June, we'll bring that. But at the very least, we'll be bringing you the future land use map issues that we mentioned during the work session. And then also wanted to point out to the Commission that the Metrocon Way rezone case that was filed by the City of Kodiak was approved by the Borough Assembly on May 7th. And so there's no outstanding cases that you forwarded on to the Assembly right now.
