Platting Board approves Settler's Bay Unit 11 subdivision

The Matanuska-Susitna Borough Platting Board unanimously approved Thursday a preliminary plat for Settler's Bay Unit 11 despite neighboring homeowners' concerns about design compatibility and drainage in the swampy area.

I didn't know if you guys got it or not. Okay, then just real quick then from, um, I don't know why I'm compelled to come over here. It seems like the design could be more conducive to the whole situation over there. Um, we've been involved with the homeowners association for years, and when we've had other things crop up that really affect that subdivision, which happens to be the largest subdivision in the entire state, and they have— we have trouble controlling that. And then when you have little things like this pop up, It creates for the existing homeowners, it creates a real dilemma, I guess you could say, as far as who does what and what goes where.

The, the Planning Board is here to make sure that subdivisions are designed within the rules of the borough and the, and the, and the manuals. We do not get into the conditions within subdivisions and homeowners associations.

We have no authority to do anything but look at borough rules. But I would encourage you to take your questions to your homeowners association and raise it there because that they may have some control. All we can say is that it follows borough rules or not. That's— that is the extent of our authority. So you have a water line going down the same— same connected water and sewer.

Existing water and sewer lines need to be within the easement that is stated inside of here, whether or not the feeder lines feeding into the houses— that is outside of the planning board's jurisdiction. We just need to make sure— we need to make sure where the property lines are and the easement, that everything is within— going to be able to fit within the easement that is dedicated along the road. For water and sewer and other utilities. I do have 1 question. I read the, um, reports for the groundwater, and it's 4 to 8 feet, and that's this property is— they're making it look more on Colony, but on Settlers Bay Drive right behind, when Spinel built some homes there, it wasn't until after the homes were built that they hit a spring.

And it literally moved the foundation of, I think, 1 or 2— 1 house I know positively. The other was questionable, and they had to have the Army Corps of Engineers come in and design a drainage system into the pond area. This section of land is under that same swampy area. Is that—.

The initial design submitted by the petitioner did not have flagpole lots from lot 4 and 5. They had connection onto South Settlers Bay Drive. This was rejected by PD&E due to South Settlers Bay being, I believe, a collector road. Thank you, Cayman.
