Right.

Shannon McCarthy

Welcome, Kirk Miller.

0:27
Shannon McCarthy

Yeah, hi, am I good to go? I think you're doing great. Welcome, Luke.

0:35
Speaker B

I don't really like my camera, but it'll work. How's it going, Shannon? You hear me? Yes, we can hear you. Hi, Al.

0:46
Al

Hello, how are you? I am spec That is excellent news.

0:55
Shannon McCarthy

And we are hoping for just a couple more people to join on our side. Danielle is having a little bit of trouble with her Zoom, so I'm going to be just ever so slightly patient. And for those who have already joined us from the public, thank you so much for joining us. We will start here shortly, about 2 or 3 minutes.

1:48
Shannon McCarthy

Angelica, have you— can you see our Q&A feature? I cannot see it for some reason, so I wanted to check with you. Yeah, I can see the Q&A and then also the chat. I can just see the chat, but I don't have— for whatever reason, the Q&A is not popping up on my screen.

2:23
Shannon McCarthy

Yeah, I can see the Q&A. Okay, awesome. Why it's not popping up on your end, but I can, I can monitor it. Yeah, would you, if you would monitor that, that would be great. For some reason it's not showing up on my screen, but With, with Zoom, sometimes things are different.

2:39
Speaker E

Your screen changes from time to time. So, and Danielle, welcome. Thank you, Angelica. I know you're double booked, so I can monitor the Q&A and all that stuff. Thanks for getting me in.

2:50
Speaker E

I had to enter, I had to join a different way. So thank you for supporting. But yeah, I can tag in. Perfect. Thank you.

3:00
Speaker E

Appreciate it. And Danielle, I'm gonna make you a co-host. Perfect. Yeah, I was doing a— I was doing a form of an update on my computer, and I think that's what happened. Oh yeah.

3:13
Speaker E

Yes, for sure. I've learned a lot about Zoom over the course of the last few months. So I know, and it looks like we've got quite a— oh yeah, we've got all our speakers here. Perfect. And attendees joined.

3:27
Shannon McCarthy

And we're a minute after, so. All right, I'll kick us off really quick then. Okay, thanks everyone for joining us yet again for this TAS webinar. We really appreciate your attending, and I know our preconstruction engineers are ready to go and share information with you as well. The one thing I wanted to mention to this, to this group first is that the $70 million, roughly $70 million in match is now in place.

3:55
Shannon McCarthy

Thanks to everyone who shared their thoughts with our political leadership and made sure that that got into place because that was pretty critical. And I was—. I'll just mention that the House and Senate passed it on March 25th, so a couple weeks ago now, and we were— we all will be able to utilize that full $70, roughly $70 million, to deliver a full construction program this summer. So very good news on that front. And then the also additional good news is that those funds will be also rolled— that match, I should say, will be rolled into the 2026-2029 STIP, so it will also be a robust STIP, which is— they're busy programming those funds right now, so you'll see those once those get released as well.

4:43
Speaker E

So with that, I know we have a really busy April and May calendar for projects, so I will turn it back over to Danielle, and I— because I can never remember the order of speakers that we do, so we usually go from northern with Al. So if Al, you're ready, we can, we can kick it off with you. And I will be monitoring the Q&A. So I know we've got, it looks like about 16 folks that are tuning in right now. So feel free to utilize that Q&A, or as some of you have been doing, you are welcome to always email us after and we can coordinate some stuff if you have bigger questions or anything like that following this.

5:22
Speaker E

So with that, Al, it looks like you're ready to go. And I'll pass it to you.

5:28
Al

Great, I'll just jump right in. Folks monitoring the bid calendar, you'll see that we have one project currently advertising, the China Lakes Recreation Area Bicycle and Pedestrian Access Project.

5:44
Al

We have 6 projects that we're currently seeking authority to advertise on, and we can cover that in much more depth and detail, but essentially they are our seismic bridge retrofit project, Parks Highway project at milepost 206 to 209, reconstruct a culvert project. I'm doing a permanent repair on the Dalton Highway at milepost 315.5, a permanent repair out on the Nome Council at various locations, even though it says milepost 9 to 11, but it's actually a couple spots along the road out there. Uh, Dulce Avenue rehabilitation, a small little section of road rehabilitation out in North Pole, Alaska. And then our Richardson Rockfall Milepost 210 rockfall mitigation project is currently seeking ATA. You'll see quite a bit of blue, just decided to jump on it and own some delays, but right off the bat, our first 3 projects, they're seeing if we're being advertised right now based on some delays that I'm seeing, or the state has been seeing a little bit of slowness with Federal Highways approving our funding request for Phase 4.

7:04
Al

It's going to be a real scramble for those 3 projects to actually advertise in April. If we get that funding permission back, we're ready to roll on those 3, but it's likely that those might get pushed to early May for advertisement. So just be forewarned, but I'm trying to stay optimistic on the seismic bridge project, our Nome Council permanent repairs, as well as our Parks Highway 206 to 209 reconstruction project. The next slew of projects were shown in April, and I just moved them all out into May based on where we're at in the process and how slow some approvals have been coming back from Federal Highways because they are short-staffed. So first up is the Copper River Highway Odyak Slough project.

7:59
Al

That is making its round to get certified in the region, and we do anticipate it's going to take several weeks to get the authority back to advertise that project. So we're looking at that one would be at towards the end of May. Dulce Slough, even though it's seeking authority to advertise right now, We do anticipate it's going to take a while to get that one back, so I just moved it out to May to own that. Hopefully it's early May, if not middle of May, for that advertisement. Our Fairbanks Air Port Area non-motorized path finding signage project, that is being circulated right now for authority to seek advertisement, so certifying it within the region, so that That should be added to the list in less than a week.

8:49
Al

Our FAST area surface upgrades project, this one is showing up a little bit as yellow, as you see there. I did move it to May. It's going to be a push to get it by the end of May. A few things that are outstanding is the environmental document needed to be reevaluated, so it should be signed any day now. But we do have some stuff near the railroad that we're waiting for the railroad to give us a letter on, as well as Fort Wainwright, um, near Trainer Gate, that we're waiting for some final documentation from them.

9:28
Al

And then that project's ready to go, and it's being actually trying to be certified in the region next week, but we do anticipate it being delayed. In advertisement until the end of May. Noatak Airport, we were really pushing to try and get it advertised in April. We just got the counteroffer back on the land acquisition that we need for the project this week. We're working through that as well as a couple other items that we need, a temporary access easement on a restrictive native allotment that we've been working with BIA Manilac on, and we're waiting back for the results of the Corps permit.

10:14
Al

We did get RFIs from the Corps, and we responded to them a couple weeks ago, so we're pretty hopeful that permit should be coming in soon. But based on those lack of having those complete, move that up to May.

10:30
Al

Richardson Rockfall Mitigation Project, we're seeking authority to advertise that project. Is probably— hopefully we get that back soon and we can advertise that in early May. Um, next up is our Parks Highway, one of our bigger ones, is our Parks Highway Minanna River Bridge REX project. Um, we hope to be sending that out next week, uh, for ATA to authorize for advertisement for that project. So hopefully that one will be like a mid May timeframe, hopefully, or late May timeframe to get permission back to advertise that.

11:07
Al

And then our Dalton Highway Milepost 315.5, we're seeking authority to advertise for that project.

11:18
Al

Now through the end of the year, our Mountain Village project, it's on schedule to advertise in June, just waiting for funding to come around, and we will be advertising that project shortly. We moved out Sepplah Drive. We are having quite a bit of back and forth with the Corps. We're having to go through a 408 process because of the improvements there at the harbor, so we couldn't just go through the 404 and get our Corps permit for wetlands. We have to go through and determine how our project may or may not impact the harbor So based on the amount of feedback they got back to us, I don't anticipate getting that permit for a couple months.

12:06
Al

We are responding back to them by next week with all their requests. Uh, Barrow Airport apron, that project is on schedule for July pending funding. Our FAST area ADA improvements projects is of various locations around Fairbanks. That got moved out to April, uh, or October, excuse me. We ran into a little bit of, oh, look, there's some utilities we need to go and get a utility agreement on and get the money for and create a phase.

12:39
Al

So that project slowed down a little bit because we need to move some GVA power poles and possibly another utility. Um, we don't anticipate, uh, too much of a delay, but we do need to go through that activity and get those. So it did move that project out to October, and I failed to actually move it in the October sequence there. Apologize for that. Our Nunámiqwa Airport improvement project is on schedule for July.

13:07
Al

Haven't heard any known delays that's going to keep us from doing that. Our Fairbanks systematic signal upgrades along with the Northern Region systematic signal upgrades, we're on schedule for September. We're looking good. We are having to remove some locations that we're just struggling getting the right-of-way for or the TCEs. So that project's going to get pared down to everything we can build, and then we'll just move the, uh, the locations that we would like to do to a project with similar type work next year.

13:45
Al

So we'll be able to advertise those two. Our Parks Highway, Mopoh's 355 resurfacing, will be advertising with the Parks Highway Sheep Creek project, talked to the design manager. Those projects are moving along and in fairly good shape, so that we're still on track for October. And then Cordova and Murphy Dome, both of those are showing up in November. Cordova is moving along.

14:13
Al

We're having quite a bit of success getting the, the temporary construction easement, so we're in good shape there. And if we can advance Murphy Dome any sooner, we will. But right now I'm still showing that one out in November. If funding is available earlier in the year and we get everything complete, we should be able to move that project up. And the last thing on the TAS right now is our Center Creek Road rehabilitation.

14:42
Al

As far as I know, it still looks very doable to deliver that project in January, so that means we'll have Center Creek and Sepla Drive likely under construction at the same time in Nome, Alaska. I did reach out to every single project manager and said, we need to get the TAS updated because I'm not showing specifically anything in 2027. And so I kind of gave a drop-dead date in a couple weeks for all the managers to get me all their projects that we can propagate the TAS out through 12 months. So stay tuned in the next 2 to 4 weeks. You're gonna see, uh, more projects from Northern Region on the TAS.

15:26
Al

And that's what I have for today.

15:30
Speaker E

Awesome. Thanks, Al. I don't see any questions for you as of right now in the chat. Um, but I'll continue to monitor. Um, and so we can keep it moving onto Central Region.

15:41
Speaker C

Luke, if you're ready. We can head on over to you. Sounds good. Hopefully folks are hearing and seeing me. Let me get a screen share going here.

15:57
Speaker C

Hopefully that's coming through there. Looking good on my end. Yep, we can see it and we can hear you. All right. So Luke Bullen here, Central Region Pre-Construction Engineer.

16:05
Speaker C

I'm going to run through what we've got going on here in Central Region. Currently, we have 5 projects out to bid on the Central Region tab. Take a look at those if you're interested. In addition to what we have out to bid, we have a number of projects where we're seeking authority to proceed. So these are projects that are certified, and we're either getting funding in place or working on getting those bid documents ready to get posted.

16:33
Speaker C

And I'll run through those projects in more detail on the next couple slides.

16:40
Speaker C

Looking at what we have going on in April, first one, AMATS Downtown Trail Connections. This one we're continuing to coordinate on those bid documents. Structural details has been a point of coordination here on this one. We're working with the railroad, had a good meeting last week, expecting some revised designs from the design team here today, and so we'll be working those into the bid package. Still probably a little bit of work getting this one polished up and out on the street, but still working on getting it out as soon as we can, and anticipate this is going out here in April.

17:19
Speaker C

Next project, ANC South Terminal pavement repairs. This project was certified on March 31st. Still working on the bid documents. Those haven't gone to our contracts folks yet, but may be able to hold April on this one. If not, slip into the first part of May.

17:37
Speaker C

Atwood Building electrical panel upgrades. This one, I think we're still showing April on this one, but this one also hasn't gone to our contract section yet. So may see this one slip to May, but still pushing on this.

17:55
Speaker C

DPS Anchorage headquarters roof replacement. Bid package is with our contracts folks right now. QC is ongoing. So looking good for getting this one out in April. Let's see, the next project, Healy Station shop roof improvements, and the one further down, the Nenana shop roof improvements.

18:18
Speaker C

This design-build contract is with our contracts folks, and so polishing this one up, should see this one out in April. In between those two, we've got Quigg Airport safety improvements. Right-of-way is looking like critical path on this. We do have acquisition offers out to, purchase the 2 parcels that we need for this project, hoping to see those offers signed here in the near term. In the meantime, we're finalizing the bid documents.

18:46
Speaker C

Understand those should be ready here towards the end of this week. So April may be optimistic on this one, but working on getting this one out as soon as possible. Keep you posted on this one. And then Northern Region facilities 2026, uh, JOC contract. Uh, this project is with our contracts group, and a chance this one goes out to bid today.

19:11
Speaker C

If not, it'll go out this week. So good to see that one getting posted. And then the last one on April is Seward Highway mile 14 railroad crossing reconstruction. Uh, this one, uh, it's not with our contracts folks yet, but we're hoping to see final bid docs here today, and we'll be getting those down to contracts and coordinating that QC effort there to get this one posted. So hoping to hold April.

19:37
Speaker C

If not, we may see that slip into the first part of May, but pushing on that one.

19:44
Speaker C

Moving to May, a good healthy list here. We've got ANC Auxiliary Parking Lot Expansion. This project is— we completed, or we're expecting our 95%, or we've got the review meeting scheduled for April 30th. So design continuing to advance. We do have utility agreements in process, but project manager's confident we should be able to get this one out in May.

20:16
Speaker C

ANC PFAS remediation. This is one where we're working with the Corps on permitting, continue to have conversations with them. I know we've talked with the the Corps here this week on this project.

20:29
Speaker C

Shooting for May on this one. This is winter work, so we may look at maybe pushing the bid later into the summer or fall here, just based on when we anticipate this work being completed. But keep you posted on this.

20:43
Speaker C

Anchorage Area Drainage Preservation. So this is a project that was previously on the shovel-ready list. As Shannon mentioned, good news on receipt of the match. Also, we've got an update to the STIP that should be going out for public review here in the near term. And with that coordination on the updated STIP, talking a lot about pavement preservation money and what additional projects may or may not get funded here this federal fiscal year.

21:11
Speaker C

So good news, this is moving off the shovel-ready list and expected to be funded. We are expecting to see our certification set here this month, and we'll get that out and hopefully quick turnaround there. And then we'll get funding in place and so shooting for a late May bid on this project.

21:34
Speaker C

HSIP Tutor Road, Baxter to Patterson channelization, still working through the design on this. We did hold the review meeting on March 25th, so I apologize, that shouldn't be a red X, that should be a green check mark there. Continuing to work through getting the comments resolved there from that review meeting and getting this one out, get this one certified here, and bid in May timeframe, looking like late May depending on how fast our funding authorizations come together. So we'll keep pushing on this one. Matsu Area repairs Group B, this is our last of our 2018 earthquake permanent repair projects.

22:17
Speaker C

This is certified, we do have the funding request in process, and so hoping to get those dollars in place and get this one advertised in May.

22:29
Speaker C

Mountain Village snow removal equipment building, this one working on finalizing bid documents. We do have one utility agreement outstanding, so hoping to resolve those and get this one out to bid in May.

22:42
Speaker C

Palmer Fishhook Road, milepost 7 to 17, This is another one that was on the shovel-ready list, now expected to be funded. I don't know if this is showing up on the TAS right now. We are trying to get some updates there. But right before this meeting, when I checked, this wasn't shown in May, but should be shown here near term. Let's see, we've got— I think environmental permits, yeah, are the critical path on this, and we're expecting to get our certification.

23:15
Speaker C

Package here late April. So looking to hold late May for bid on this one.

23:22
Speaker C

Next project, AMATS Northern Lights Boulevard sidewalk repairs. This is the first stage of this project. Looking at getting this one out to bid in May. We still have several right-of-way acquisitions. We've got 4 temporary construction easements that we need to obtain on this one.

23:39
Speaker C

We do have the cert set and that is circulating for signatures and so hopefully Hopefully we can get those resolved, get funding in place, and get this one out here next month.

23:49
Speaker C

Big Lake Road, miles 0 to 3.6, and Church Road pavement preservation. This one I think may still be shown as April on the TAS. We should be updating that to May, but good news on this one is we did get this project certified as of yesterday. Last retaining utility agreement was signed late Monday. So we've got the PDA in process to get funding in place for this one and hoping to get this one out to bid in May.

24:19
Speaker C

And that covers May. Jumping on to June, continuing with another good healthy list here. We've got ANC Taxiway Zulu West Phase 1. We held our 95% review meeting in March, so that's progress there. And then also the NEPA document was signed, and so environmental is now green which is changes from last month.

24:43
Speaker C

Still have some utility agreements. Those are looking like critical path there, but looking good for getting this one out in June.

24:51
Speaker C

HSIP Wasilla Fishhook Spruce Peck Roundabout. This project, 95% reviews anticipated to go out here later this month. We've still got ongoing utility coordination. We're showing June on this one, but you may see this one slip to either July or August here as we continue to push on getting this one out.

25:14
Speaker C

Kenai Spur Highway, mile 29 to 38 pavement preservation. Two utility agreements still remaining on this one. That's looking like critical path, shooting for June if we can get those resolved. So, and I think the certification set on this one, I believe, is circulating as well, and probably I'm be waiting on that utility signature there before it advances, but pushing on that. King Salmon Airport Shreb.

25:44
Speaker C

This is a fast-track project. We just completed geotech drilling here, and so working on finalizing the design based on that information. We should be having a final review, 95% review here in the upcoming weeks. Environmental is looking like critical path to getting this one out. Shooting for late June but may slip to July.

26:07
Speaker C

Sterling Highway mile 43 to 56 pavement preservation. We've got 95% design review expected to be held here in late April. Utility and right-of-way work. We've got some encroachments in this area on the right-of-way side and then some agreements that we need on the utility side. So working through those issues and hoping to bid in June.

26:32
Speaker C

And Takotna Airport rehab, right-of-way acquisition is going to be critical path on this one, along with we've got a minor utility agreement. So continue to push forward to get those, those ironed out and get this one out to bid June timeframe. Sterling Highway, mile 157 to 169 reconstruction phase 1. So this is one that was on the shovel-ready list, a big project here. Expected now to be funded.

27:02
Speaker C

We're still working on our final utility agreement on this project, hoping to get all that resolved here and get this one out to bid in June. But utilities is critical path on this one.

27:19
Speaker C

Wasilla Fishhook Main Street rehab. This is another project that was on the shovel-ready list. And now expected to be funding— be funded. We've resolved the right-of-way acquisition needs on this project. We've also resolved environmental needs on the SHPO front.

27:36
Speaker C

And so we're down to our utility agreements to get this one ironed out or get this one certified. We have been having good coordination on that. Expect that those utility agreements will be finalized here this month and go out for signature with the utility companies here. By the end of July. So looking good for getting this one out in June at this point, with a couple things left to resolve there.

28:02
Speaker C

So excited to see that one close to advancing.

28:07
Speaker C

And Seldon Road Extension Phase 2, this project we've got 2 remaining parcels to acquire. Also, we've got several utility agreements that we need to get finalized on this one. So hoping hoping to hold July on this project. Uh, Tanunuk Airport rehab, uh, we previously had this as a contingent project, wasn't expected to be funded. A couple weeks back, uh, this was identified as something that funding would be available, and so we're pulling this one together.

28:41
Speaker C

We're anticipating having our 95% review here in May. NEPA is looking like critical path on this along with the Corps permit and should have that CE submitted to FAA here in April. So, forward there. And then last one on this page is the Hollywood Road, Vine Road to Big Lake pavement preservation. Another shovel-ready project that's now expected to be funded, so working on getting this one ready to go.

29:12
Speaker C

We've got some right-of-way mapping efforts ongoing, need to confirm that we don't have any right-of-way impacts. Continue to advance this one and so hopefully get that mapping in place here in this month and we'll be shooting to get this one out to bid in July timeframe but may see this one slip to August just based on work in front of us. So that covers June and July.

29:41
Speaker C

Moving into the fall. Not that far into the fall. There we go. Let's go to August and September.

29:49
Speaker C

First project, CTF Alternate Alignment. This project, need to get out and take a look at some of the hydrology aspects of this area. We were waiting for spring thaw, which glad to see that spring finally showed up. So, I'll be working through that. Anticipate getting this one out to bid in August.

30:07
Speaker C

The next two, Fairview projects, got some right-of-way acquisition needs and then also we're working through some, uh, some H&H design elements on these two projects, but anticipating bidding these together in the August time frame.

30:22
Speaker C

Uh, AMATS 4th Avenue signal and lighting— this project is a big delivery for us here, uh, for the AMATS program. So continuing to push that. Utility agreements are looking like critical path, but also some environmental and right-of-way needs associated with that. So We're going to be looking closely at the schedule of this as we're kind of coming up towards, you know, the final push here for federal fiscal year '26 and making sure we can deliver this project. Watch for more updates on that.

30:53
Speaker C

We do have quite a bit of work ahead of us to get there on this one.

30:57
Speaker C

Glen Highland interchange improvements. This one, utilities looking like critical path to getting there. We're trying to get our 95% review out here for in April. So continue to push that. This is another big obligation here within the Anchorage area.

31:14
Speaker C

So pushing to get this one advanced.

31:22
Speaker C

Next project, Glen— or HSIP Gamble Street utility pole removal and increased lighting, and also the one below it, the Gamble and Campbell-Ingraham Street overhead signal indications. These are some big HSIP program obligations for us, also a lot of interest in improvements there in the Campbell-Ingraham area. Right-of-way is looking like critical path, a lot of temporary interest there so that we can install lighting along this stretch. And so we're working on reducing what right-of-way acquisitions we need for this project to the extent we can to keep this moving as fast as possible. And some risk here, but hoping to get this one bid here September, October time frame with obligation here before the end of the fiscal year.

32:08
Speaker C

HSIP 5th Avenue concrete street to Carlock Street pedestrian improvements— designs continue on this, on this project. We held a public meeting March 25th on the improvements, and then also we're continuing to work with FAA on what lighting will be allowed in this area due to some approaches to Merrill Field. So continue to advance this project and looking like we're on track for September bid on this one.

32:38
Speaker C

Next project, HSIP Bogard Ingstrom. This one we've got utilities and right-of-way as our critical path. We're down to our last 4 acquisitions on this project and then So hoping, hoping to work through those here in the near term. A lot of coordination ongoing there. A big piece of the HSIP program on this one as well.

33:02
Speaker C

So looking to get this one out to bid in September.

33:06
Speaker C

Lake Hood East Boundary Fence Removal. We're working on our 90— our 65% review set. I expect to get that distributed here later this month for, for review. Also ongoing outreach with adjacent residents, and so this one continues to track.

33:22
Speaker C

That covers through the end of September. Jumping into October, November, December timeframe, we've got ANC taxi lane P and P1 through 3 hardstand rehabilitation. NEPA coordination is ongoing. 95% Design is in process there, so not advancing that. Central Region surface treatment, this is a project that we've been working on resourcing.

33:53
Speaker C

I think it was a shovel-ready project previously as well. So looking at trying to get the scope of this identified. I don't think October is realistic. We're likely pushing this one out towards the January timeframe as we look on, look at available resources. Continuing to advance this one and getting a little bit more attention than it has, uh, recently.

34:16
Speaker C

Uh, ANC ARFF airside pavement rehab, environmental is complete on this one. Utility impacts are expected to be minimal, and so design's looking like critical path, shooting for November on this one. Uh, ANC concourse— ANC C concourse plaza renovations Working on a 65% review, and that's anticipated to go out in May. Design advancing on this one. ANC East Tug Road improvements, design efforts are going on.

We're looking at doing a 95% review this spring and on track for a November bid there. ANC Taxiway K apron rehab, environmental and design efforts ongoing, continuing to advance. And moving into December, AMATS Fish Creek Trail connection, working on our 95% design. We've got utility coordination ongoing and looking at getting this one ready for a December bid.

35:21
Speaker C

Abbott Road pavement preservation, design's ongoing. We're doing some storm drain and drainage coordination with the Academy Vanguard yard project. All things continuing to move forward here, so looking at getting this one ready for a December bid. Seward Highway 90 to 99 pavement preservation, this will be stage 2 of this project. I'm working on our— working with Fish and Game and the railroad on some culvert improvements.

35:54
Speaker C

And still on track and hoping to hold a December timeframe for bid there for kind of seamless construction efforts there in terms of what the public sees there as we move from Stage 1 to Stage 2. Hope Highway, mile 7.9 pipe replacement, right-of-way acquisition still remains the challenge on this one. We're showing December, but I think that's kind of best case provided we can make some progress on acquisitions. So stay tuned for that one. ANC Taxi Lane Romeo and Lima improvements, working on design and our NEPA documents.

36:31
Speaker C

We've confirmed that there's no utility impacts on this one since last month, so that's good news there. Looking at January bid.

36:42
Speaker C

Central Region ADA compliance project. The environmental document is approved. We're expecting a survey here near term and looking at having this one ready for bid January time frame.

37:00
Speaker C

The next two, Glen Highway Airport Heights to Parks Highway rehab and the Glen Highway Incident Management traffic accommodations, working on final design. There are some right-of-way acquisitions here. This will be the first of at least 3 stages for this project, uh, likely the first 12 miles there, the Glen Highway, uh, starting at Airport Heights and moving north. Um, got some utility agreements we need to work through as well, um, and some permitting. So I think, uh, yeah, a lot of yellow there, but continue to advance that.

37:28
Speaker C

That's going to be a big project for us, and we get that one out in January. Uh, Sterling Highway, mile 169 to 175, pavement preservation. A lot of the drainage improvements associated with this project are impacting utilities and have right-of-way acquisition needs. And so, uh, looking closely at what those needs are and hoping to advance this one for a January bid.

37:53
Speaker C

Uh, ANC Air Traffic Control Tower Replacement Parking— this is an FAA grant-funded project that right now we're unknown on when that FAA funding will, will be showing up. Um, had some good meetings with FAA. It doesn't sound like those are— those FAA is going to fund that with $26 million. So the first anticipated would be maybe October, November of 2027, and in which case we'd be able to get this one out to bid. But, uh, still quite a few unknowns on the funding side of that one, so show that as January for now.

38:25
Speaker C

Uh, and then a look at Great Lake Road pavement preservation. Uh, we've got Oh, I apologize, I'm not keeping up with my slides. Sorry, folks.

38:39
Speaker C

Maybe I am. No. Yeah, looking at Lake Road pavement preservation, looking at getting that pavement preservation project ready for January bids, utility right-of-way efforts there, kind of looking like critical path, and then one project for February, and Seagate B1, B3, and B5 rehab. And that one we're looking at having our 65% review in May. And then final slide, if anybody's still awake.

39:12
Speaker C

Let's see, we've got the AMATS Old Seward Highway Spur, Old Seward Highway to Potter Valley Road. This project working towards our 65% review. We've got some fish passage culvert coordination ongoing that may be critical path at this point, so continue and advance that. Bethel Airport West Apron improvements, 95% review was held here this spring. Environmental is looking like critical path on getting one— that one out to bid here March timeframe, March 27th.

39:46
Speaker C

Glenn Highway 66 to 92, Stage B, design efforts continuing. Working on identifying utility impacts, and then also we've got some right-of-way encroachment coordination efforts that are associated with getting this one out March timeframe. The next two, KGB projects, this is a huge one for us. I think we've got approximately 100 right-of-way acquisitions associated with it. We're hitting pretty much every utility within this corridor.

40:16
Speaker C

So looking Had a bunch of red on these two, but continuing to advance those is a high priority for the department. So hoping to get this one out to bid in March timeframe.

40:29
Speaker C

Parks Highway, mile 99 to 163 drainage improvements, Phase 4, design's advancing. So looking at maybe March on this one, but I think we're looking closer at the timelines here and you might see this one this one move out a little bit in the schedule.

40:47
Speaker C

Seward Highway racks Summit Lake, Holiday, and Snow Gully. This effort right here is going to be tied to a BABAA waiver that is likely a 12-month timeline. So we're showing March right now, but I think that's probably optimistic. So we're probably going to see this one move further into '27, but we'll Update this as we know more.

41:12
Speaker C

Sultana Readout and Smithway Rehab. This project, we hit a snag with some project funding on this. Those issues have been resolved, but looking closer at the schedule, I'm not sure if March is realistic. We've got 37 property interests that we're going to need to take care of also. We've got a number of utility agreements.

41:33
Speaker C

So, shown for March right now, but we'll We'll update this as we know more and this continues to advance. And then we've got two projects shown for April '27, HSIP Old Seward Highway Industrial Way, 120th Avenue channelization, and likely bid with the Old Seward and Huffman pavement preservation project there. Continue to advance those and hopefully have that ready to bid there 12 months from now. And I think that covers what I have.

42:06
Speaker E

Okay, thanks, Luke. We did have one question come in. I'll just read real quickly. Oh, we might have just had another one, but the first one was, is the Mountain Village SREB project going to be managed by Northern Region or Central Region? It was on the list for both regions, and Al did write in saying he's going to look into it a little bit more, but it will most likely be advertised at a Central region.

42:31
Speaker E

It could be managed out of Northern Region though, and this is just something that, you know, as we continue to work across the state, things that you might be seeing is how we're working more as a team across regions, but we'll confirm that. And it looks like maybe one more just snuck in. Okay. Yeah, I agree with Al's response there. I think our facilities folks are working on that shred project there in Mountain Village, so So a lot of times standalone facilities projects will be advertised through Central Region, but yeah, we can work on cleaning that up and making sure that's shown in the right spot.

43:05
Speaker C

And then the next project there on the Glenn Highway, rockfall mitigation. So we have the Stage 1 pavement preservation in that area that's— we've opened bids, we've got a funding request to get enough funding in place to award that contract. We're also working on getting another rockfall project out here that— appreciate the question there because I don't believe that's shown on the TAS. And so looking at trying to get that one out to bid here this year in '26, which would be for the rockfall there, Stage 2 on Glen, on the Glen Highway. So we'll get that cleaned up for next month.

43:48
Speaker C

Awesome. Thanks, Luke. All right, thanks, Luke.

43:52
Speaker B

And with that, we'll head over to South Coast. Kirk, if you're ready. Yeah, I'm trying to share here. It says someone else is sharing. You'll have to steal it from Luke.

44:07
Speaker E

All right, I stopped sharing. You'll know it's more fun that way though.

44:15
Speaker B

Now my file disappeared.

44:23
Speaker B

Shoot.

44:29
Speaker E

Anything pop up? I'm not seeing it, and I don't see it in our chat, or else I'd pull it up for you.

44:40
Speaker B

Honestly don't know what's going on here.

44:44
Speaker E

I have it open. I can't share. Okay, you can either drop it in our chat and I can share it, or maybe, um, I don't know. If you want to share it with me, I'm happy to share screens though.

45:07
Speaker E

Still not there? No, not seeing it.

45:13
Speaker E

Um, okay, I'm gonna have to send the file to you. I honestly, I don't— it won't pull up. Okay, that's okay. If you want to drop it in the chat and then you can start walking through some of the items and then I'll get to sharing in our—.

45:31
Speaker B

All right.

46:09
Speaker B

See if that pops through. I honestly don't know what's going on here. Sorry about that.

46:17
Speaker E

Do you want to just run through? Oh, I can see your screen. Did that work? That works. Whatever you did, don't touch anything.

46:26
Speaker E

All right. Sorry about that.

46:30
Speaker B

Yeah, Kirk Miller here with South Coast. Apologies for the delay. We'll jump right into it. First slide here. Everything okay on your end?

46:39
Speaker B

Yeah, it looks great. Okay. Yeah, we got 4 projects that are going to bid in April. The top 2 there are bidding together. That's the Craig ADA improvements.

46:48
Speaker B

They're ready to go. Everything's locked up and loaded. We are waiting for funding approvals on those two projects from FHWA. As Al noted, there is a bit of a slowdown at FHWA. We're trying to work through that.

47:02
Speaker B

As soon as we get the funding approvals, those should hit the streets. So pretty confident on the April there. Small project, next one up in April, HSIP Pow Centerline Rumble Strip improvements, and that should hit in April as soon as we get our PDA back from FHWA. Same story on the Akdat-Arkland River Bridge abutment slope restoration. We're ready to go.

47:25
Speaker B

Waiting on that final funding approval and we should be able to get that out to bid. So we got about 2 weeks to go in April. Thinking those, those are, those 4 are going to get hit for sure. Next up there, an FAA project, Heidelberg Seaplane Facility. And we got a couple loose ends there, but for the most part, we should be able to squeeze that out by the end of April.

47:48
Speaker B

Just buttering things up here, and we don't need funding approvals from FAA, but we kind of need some concurrence. We'll get that one out. The other ones below that, Ketchikan Airport seaplane ramp and haul-out refurb, I did move that one to May. It was in April. That's another FAA project, and we got a snag on an environmental hiccup, but it's pretty much under autopilot.

48:12
Speaker B

We just need a little more time to get it out, so I felt more comfortable moving that to May. But pretty sure we'll make that May date. Next up is Juno Point Stevens Culvert and Drainage Improvements, a relatively small PM project. I did bump that one a month as well. We are done and funding approvals have been submitted, but it's just going to take probably more than 2 weeks to get the PDA back.

48:38
Speaker B

I felt more comfortable moving that to May. Next up, Juneau Egan Drive lighting improvements. We need to wrap up a final combined review and then start churning on funding approvals. And pretty confident that will make May. It's still got a yellow box there just in case, but for the most part, I think we'll be okay.

48:59
Speaker B

Gustavus Ferry Terminal generator replacement, also in May. We're putting the closing touches on this project and getting the funding approvals submitted. Pretty sure May's looking good for that. Same story with the Skagway Ferry Terminal anchor chain replacement. We should be able to get the funding approvals in place and get that one out in May.

49:22
Speaker B

Angoon Ferry Terminal mods. This one is still left in May, but I will be honest, there's some risk here. We've converted the funding for construction over to FTA, and there's some major hurdles to get that in play. But for now, I'm going to hold May. The team here should be shelf-ready around the end of May.

49:40
Speaker B

Maybe June, but at the end of the day, not quite sure what's going to happen to that one. We would definitely wish to bid it sooner than later, but there are funding complications. We'll work through those and see what we can do. Next up is the Haynes Airport rehab, and along with that is the Haynes Airport SRE building. Those two projects will bid together.

50:04
Speaker B

We're still buttering up some things here too, but June is looking good. It will definitely be late June, and we're putting a lot of effort onto this particular project because it is an important delivery for the region, fairly high dollar value for us, and we'd like to get that on the street.

50:24
Speaker B

Next slide, July through October, we do have a large PM project in Juneau, the Lena Project. Yeah, we've got some reviews to do and some things to clean up and funding approvals, all that stuff. Holding July for now. Could be a slight delay, but I'm thinking it's going to make that date. Dutch Airport vehicle gate replacement.

50:47
Speaker B

This is a brand new project that has just popped onto the TAS. We purposely kept it off. We're kind of uncertain whether we could pull it off. It's an FAA project to put some new gates out there, but we are aiming for July on this. A little bit of risk there, but at the end of the day, it's a pretty simple project.

51:05
Speaker B

We should be able to squeeze that one out in July under the FAA funding program.

51:11
Speaker B

Coming up in August, I got 3 projects: statewide bridge navigational light improvements, some kind of simple electric work, Haynes-Lutak Road as one of those ER projects we want to get out, and of course in August we got Auq Bay Ferry Terminal projects as well. These 2 projects will bid together, and I'll be honest with you, there's some high risk here. We've also got FTA funding hurdles. We got to convert this construction funding to FTA, and the process is complex. And we're going to hold August as an internal delivery date, and if we push it, we'll push it.

51:52
Speaker B

But for now, we're going to hold those August dates on the Auke Bay projects. Coming up in September, probably one of our last deliveries of the fiscal year in '26 would be the Juneau Eagle and the Andouken intersection improvements. We do have an environmental document that is good. We got to get through 2 reviews and a fair amount of some public discourse here with the local planning and zoning commission. But that should go out in September.

52:18
Speaker B

And that's an important delivery for the region. Squeeze it out at the end of the fiscal year. Coming into October, you got Cordova Ferry Terminal modifications, which is kind of new on our list since last month. Fairly confident on our October date. This is significant marine improvements at Cordova.

52:37
Speaker B

We got some HSIP projects there also in October, region-wide guardrail and region-wide passing zones. Rallying a bit with our consultants there to get some design on the table, get the reviews done. There's things to do, but that should squeeze out by October.

52:57
Speaker B

Last slide is November through December. Top 2 there are a couple of ER projects. I think that top one slipped from August to November. We're really struggling with these ER-funded projects. At any rate, we're closing the loop and hopefully we don't get any more slips on those.

53:18
Speaker B

Haynes and Dronimus culverts, kind of the same story. Skagway, Hoonah, Petersburg roadway culverts, again, leftover ER work that we just have difficulty getting over the finish line. But let's hold those November dates. Next up in November, though, is a pretty big project, the Kodiak-Chiniak Highway rehab. We're fairly confident we're making November on that.

53:41
Speaker B

We got design issues or things to complete, but we're going to hold that November date and get that out early in the fiscal year '27. We also got some PM projects that are ready now. These will show up on my shelf-ready list, the Petersburg area-wide chip seal, Mitkoff Highway guardrail replacement, We'll definitely make November on those, assuming the PM pot is flush, and we could even advertise them earlier if we have a surplus of PM funds late in this fiscal year. So we might move, accelerate those a bit and put them out to bid. Juneau Glacier Highway, Old Dairy Culvert Replacements, PM project, we should be ready by November.

54:24
Speaker B

Below that, the Prince of Wales/Three Mile Creek improvements, new bridge, holding November there. There's some risks and some things going on there, but should be on autopilot for an early fiscal year '27 delivery. Relatively small project in Juneau there, another HSIP, McNugget safety improvements at the intersection of McNugget there. December, we're holding that. We got things to do for sure, but should be on track for around December.

54:55
Speaker B

Next up, Juneau Glacier Highway lighting improvements. Would need to accelerate some design here, but we should be able to get this one out in December. And last on the list is fairly big project for us, legacy project, been around a long time, Saxman to Surf Street pavement rehab. Holding December on that. There are about 60 right-of-way parcels that are under active stages of acquisition at this point in time.

55:20
Speaker B

And that process has high risk. Any one or more property owners can really hold up a process like that. But I'm going to hold that December date and we will try to get that one out for sure. Got a lot of attention on it at this particular time. As Al noted, we seem to have a void from December until about May.

55:41
Speaker B

So, you know, the 12-month list should take us into April here and we're not having anything pop up right now until about May with some airport projects. I'm going to also take a close look at all of our deliveries here and see if that void needs to go on this list for next year or something else should hit the TAS. But at this point in time, December is our last one there and the next one doesn't pop up until about May. So I'll look into that closely and hopefully give you an all— give you all an update next month. Shelf-ready list, pretty short.

56:14
Speaker B

I've taken Chiniak Highway off that list. There's just no way we're going to make September, so it's let's just hold November on that, and that's what we're going to do. So I crossed it out for this particular presentation and probably drop it off our shelf-ready list for next month. The top 3 there, again, they can be bid ready. The top 2 are ready pretty much now.

56:39
Speaker B

We could butter them up in 2 weeks and get them out if we have PM funding. And that small project there at Glacier Highway, Old Derry, we'll be ready in July on that if there's supplemental funds in the preventative maintenance pot. With that, I think I got through the South Coast much shorter than Central or Northern. And thanks for bearing with me on the presentation issues there.

57:05
Speaker E

Okay, thanks, Kirk. Appreciate it. And I appreciate all of you that stayed on throughout the whole presentation today. I see there's still 19 of you. So if you have any questions, we do have that Q&A open.

57:17
Speaker E

But as always, you can reach out to our team either myself, Danielle Tassin, or Shannon McCarthy, and we can work through any questions you may have. But until next time, thank you everyone, and we will talk to you soon. Thanks everyone.
