Sightline urges three Anchorage zoning changes as prices climb 23%

Anchorage home prices have climbed 23 percent since 2020, according to the Sightline Institute. The municipality separately reports a 40 percent rise between 2020 and 2025, a different analysis covering a different period, so the two figures are not directly comparable.

Sightline names three zoning changes it says could ease that squeeze. One of them, Anchorage Ordinance 2024-102, cuts residential restrictions in the B-3 mixed-use zone and raises the administrative height bonus in town centers from 60 to 70 feet.

The Anchorage Assembly already approved that ordinance on Jan. 7, 2025. It is not pending, as Sightline's release suggested. The Planning and Zoning Commission postponed related B-3 amendments in April 2026 pending more data.

Sightline's other two recommendations are reconsidering parcel-specific "special limitations" and pausing subjective design requirements for multifamily housing.

The group presented the proposals as building on reforms Anchorage adopted from 2022 through 2024. The city abolished parking mandates in 2022 and deregulated accessory dwelling units in 2023. In 2024 it removed regulatory barriers to triplexes and fourplexes and allowed duplexes on all lots in the Anchorage Bowl.

"New ordinances coming up in the Anchorage Assembly could help alleviate the shortage by lifting arcane rules that in effect bar developers from building more homes, in all shapes and sizes," wrote Jeannette Lee, Sightline's Alaska research director.

Some commenters warn deregulation could weaken neighborhood standards. The source material carries Sightline's case and those brief objections, and no other response from the municipality or from affected property owners.
