Kodiak council to consider $1.2M ice rink roof contract, drawing from two parks funds
The Kodiak City Council is scheduled to vote Thursday on a $1.176 million construction contract for the ice rink roof replacement, but the project comes in far over budget and would draw from two other parks accounts to close the gap.
Jay-Brant General Contractors LLC submitted the low bid at $1,176,276 out of four bids the city opened May 20, against an engineer's estimate of $966,720. When construction administration and staff time are added, the total project cost reaches $1,232,426. The city has $588,053 budgeted, leaving a shortfall of $644,373.
To cover it, the resolution before the council would transfer $449,020 from the New Playground Installation Project, which is already complete, and $195,353 from the Wamwik Park Parking Lot Project, which has been deferred. The resolution also authorizes the construction contract, making the funding transfer and the contract award a single council action.
The roof has been in place for more than 25 years. Persistent leaks have caused moisture and safety concerns, a problem that grew more visible after 2024 enclosure improvements added bathrooms, changing rooms, an office, storage, skate rental space, a walking track, and HVAC without a new roof installed at the same time.
The city issued a notice of intent to award because the Kingspan roof system is a long-lead item with anticipated delivery in April 2027. The contract requires final completion by July 31, 2027.
The council meets Thursday, July 9 at 6:30 p.m.
