Kodiak planning commission voted 4-2 to rezone six Cliff Point Estates lots to conservation district, raising minimum lot size from 2 to 5 acres and reducing how many homes could be built there.

The Kodiak Island Borough Planning and Zoning Commission voted 4-2 Wednesday to recommend rezoning Cliff Point Estates Oceanfront Addition 3 parcels from RR-2 Rural Residential 2 to C Conservation District, raising the minimum lot size from 2 acres to 5 acres and reducing potential buildout. The Kodiak Island Borough Assembly makes the binding decision.

The rezone would apply to 6 lots created through four companion subdivision cases consolidating 21 lots into 6. Those subdivision cases passed unanimously. No public comment was received on the rezone or any of the related subdivision cases.

Staff Planner Chris French noted the rezone conforms with the comprehensive plan's future land use map designation for the properties. He also said the consolidation could proceed without the rezone, since RR-2 zoning does not require the 5-acre minimum. French said "the effective date will be based on the submittal of final plats for the 4 subdivisions."

Michael Martin Jr., manager of Oceanfront Kodiak, said the project had faced market headwinds. "one of the challenges that we've had with our model that we had built out at Cliff Point Estates was getting traction and interest in the properties with the challenges of Kodiak's economic and pricing model," he said.
