This document serves as a Sources Sought notice for informational and planning purposes, not a formal request for proposal. Its primary goal is to identify potential sources for a future 2027 JBER Exterior Commercial Painting Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated North American Industry Classification Systems (NAICS) code for this requirement is 238320, Painting and Wall Covering Contractors, with a size standard of $19 million. The Government is specifically interested in responses from all Small Businesses, including 8(a), HUBZone, SDVOSB, WOSB, VOSB, and general Small Businesses. The scope of work for this Multiple Award Construction Contract (MACC) IDIQ primarily involves exterior painting projects that exceed the capabilities of the base civil engineers. Key tasks include exterior painting of various surfaces, abatement of lead-based paint and asbestos-containing materials, and the replacement or repair of damaged wood, concrete, masonry, metal, and exterior insulation and finish systems. Additionally, the contract covers surface preparation, such as washing, sanding, and caulking, and the removal and re-installation of exterior security lighting. While individual task orders under this IDIQ contract are expected to be less than $500,000, the estimated total price range for the entire IDIQ contract is between $25 million and $100 million. Interested firms are required to submit capability statements via email by 10:00 AM Local Time on June 5, 2026. These statements should include company details, Unique Entity Number (UEI), CAGE Code, socio-economic status, and descriptions of recent, relevant projects. Submissions should be directed to Robin Cole-Barden and Christopher Nelson. All future information regarding this acquisition will be posted on SAM.gov, and firms must be registered in the System for Award Management (SAM).
