The Defense Logistics Agency (DLA) Energy has issued a solicitation (SPE605-26-R-0212) for the supply and delivery of petroleum products to multiple locations in the Kingdom of Bahrain. The contract is a Fixed Price Requirements Contract with Economic Price Adjustment, covering a three-year ordering period from February 1, 2027, to January 31, 2030. The solicitation is open to full and open competition and is not set aside for small businesses.
The requirements include two primary fuel types: Diesel Fuel (10 PPM Sulfur) and Mid-Grade Unleaded Gasoline. The estimated quantities are 255,000 U.S. gallons of diesel and 102,000 U.S. gallons of gasoline. Deliveries are required to various sites, including NSA Bahrain, NSA 3, JMAST, and PAT NAVCENT-38. The contract requires F.O.B. destination delivery, with the contractor responsible for all transportation and offloading equipment.
Evaluation for award will be based on the Lowest Price Technically Acceptable (LPTA) method. Technical capability will be assessed based on a statement of compliance, certificates of quality (COQ/COA), and letters of commitment from all subcontractors and suppliers. All offerors must be registered and approved in the Joint Contingency Contracting System (JCCS) by the closing date of July 20, 2026, to be eligible for award.
