Individual TOs are generally expected to be less than $500,000, and contractors are mandated to use sustainable environmental materials in line with FAR 23.4.
Contractors are responsible for comprehensive safety compliance, including adherence to the U.S. Army Corps of Engineers' EM 385-1-1, OSHA standards, and JBER regulations, particularly concerning hazardous materials. Security requirements, such as base access procedures, anti-terrorism training (required for 60+ day passes), and key control, are strictly enforced. The document outlines detailed administrative processes for submittals (using AF Form 3000), progress schedules (AF Form 3064/3065), project status updates, and coordination for utility outages and site access.
Financial and procedural requirements include the incorporation of Construction Wage Rate Requirements Statute wage determinations into each TO and the provision of Performance and Payment Bonds for TOs exceeding $150,000, with lesser requirements for smaller TOs.
