Planning and Zoning Commission Hearing on Anchorage Wetlands Management Plan Phase 1 Update

The Watershed & Natural Resources Advisory Commission (WNRAC) passed Resolution No. 2026-01 on April 15, 2026, to formally support the Phase I update to the 2014 Anchorage Wetlands Management Plan. This update is necessary because the Municipality of Anchorage no longer issues General Permits on behalf of the U.S. Army Corps of Engineers. The revisions clarify the Municipality's ongoing responsibilities regarding local wetland-related reviews and approvals.
The resolution follows the Planning Department's preparation of a draft ordinance, identified as PZC Case No. 2026-0036. The Commission previously advocated for these updates in Resolution No. 2025-01. After reviewing the current draft, the WNRAC concluded that the proposed changes accurately align the management plan with the Municipality's current regulatory authorities and permitting processes.
As part of the resolution, the WNRAC recommends that the Planning and Zoning Commission forward the proposal to the Anchorage Assembly for final adoption. The document was signed by WNRAC Chair Emily Creely and Secretary Melisa R. K. Babb.
