This Performance Work Statement (PWS) details the requirements for a contractor to supply a Public Address (PA) System for the Arctic Thunder Open House 2026 at Joint Base Elmendorf-Richardson (JBER), Anchorage, Alaska. The event is scheduled from August 7-9, 2026, with setup on August 6, 2026. The contractor is responsible for all management, tools, supplies, equipment, and labor, including planning, setup, testing, maintenance, and tear down of a high-fidelity, all-weather PA system.
The system must cover a 40-acre area, accommodate up to 100,000 people per day, and include a minimum of three microphones. The government requests an operator onsite during the show. JBER may augment with compatible PA equipment from the 673d Communications Squadron (CS) if requested by the contractor NLT 120 days prior to the event, along with power supply requirements. Additional requests, though not mandatory, include audible sound no lower than 70 dB, low-profile speakers, specific radio stations (A-210-B Base Radio, A-24 Handheld), a real-time weather station, FM event simulcast, and individual speaker attenuation.
Hours of operation for the contractor are 0800-1800 on Friday, Saturday, and Sunday, with work performed at the JBER Airfield Ramp adjacent to Hangars 1, 2, and 3. Lessons learned from the 2018 Open House highlight the need for improved audio coverage in the Headliner Act Ground Show area (Thunderbirds tent) and the extreme south end of the blue ramp. Contractor personnel must have base access, and the contractor is responsible for safeguarding government property. The performance objective is to ensure all patrons can clearly hear voice and music communications across the 40-acre area, with testing and troubleshooting scheduled for July 19.
The government will provide access to the flight line, Arctic Thunder Open House tents and hangars, compatible power supplies, and, if available and requested, compatible PA system equipment to augment contractor requirements.
