This Assembly Information Memorandum (AIM 103-2026) provides an initial report on the audit of fully tax-exempt real property within the Municipality of Anchorage. The report was requested by the Assembly via AR 2026-73, which was adopted on March 24, 2026, to ensure tax-exempt properties remain qualified and to identify potential noncompliance.
The Property Appraisal Division, in collaboration with Internal Audit, developed a framework for the audit. The proposed strategy includes focusing on high- and medium-priority exemption files, enhancing the annual certification process, and implementing a risk-based recurring review system for all fully exempt properties.
