DNR gives notice of negotiated gravel sale to Granite Construction near Chickaloon

The Alaska Department of Natural Resources plans to let Granite Construction Inc. extract sand, gravel or rock from state land near Chickaloon, according to a notice published Tuesday. The notice does not disclose the volume, price, acreage or a map of the site. Those specifics remain undisclosed until the underlying attachment is opened.

The department's Southcentral Regional Office intends to issue a negotiated material sale contract. The notice identifies the action as a "Material Sale Contract" and ties it to the state's material-sale authority under AS 38.05.555. DNR's program page describes negotiated sales as a recognized category for special purposes. DNR's materials-sale program states: "Holders of state land use authorizations such as a permit, lease, easement, or mining plan of operations may be allowed to purchase material from the area encompassed by their authorization without requiring a material site designation." The surfaced material does not confirm whether an existing or associated material-site designation applies to this sale.

Negotiated contracts can run up to five years. State law provides a 20-day appeal period after a final finding. A 10-day reconsideration period follows for the DNR commissioner.

Granite Construction is separately working on the Alaska Department of Transportation and Public Facilities' Glenn Highway pavement preservation project between mileposts 66.5 and 92. That work involves supplying 27,000 tons of hot mix asphalt and 2,300 tons of riprap. The notice does not link the gravel sale to that project. No independent local report on the sale appeared in the sources reviewed.
