Proposals due on cultural resources services for Palmer-Fishhook pathway

Bidding closed at 4 p.m. Tuesday, Aug. 4, on a state contract to document historic and cultural resources along the planned Palmer-Fishhook Separated Pathway. The Alaska Department of Transportation and Public Facilities issued the work as a request for proposals, a solicitation scored on qualifications and price rather than price alone. The agency made the package publicly available July 14, 2026.

The solicitation seeks a contractor to provide cultural resources services, including "Historic and Cultural Resources support" and "Historic and Cultural Resources and Initiation and Findings Letters." DOT&PF Central Region priced that work at $100,000 to $150,000. The contract would run from about September 2026 to December 2030 and covers the Trunk Road to Edgerton Parks Road segment.

The Mat-Su Borough describes the pathway as a way to give nonmotorized traffic a protected route away from what it calls "dangerous narrow shoulders" along Palmer-Fishhook Road. The borough listed the project in its 2021 Transportation Infrastructure Program. The current solicitation is a procurement step, not a new proposal.

The borough says it is seeking additional funding through the state's Transportation Alternatives Program and that the schedule depends on funding. The full project would run 8.5 miles from the Glenn Highway to Edgerton Parks Road at an estimated $4.5 million.

Beyond the pathway itself, the project may include grading, culverts and fish passage improvements, improved ditching, roadside hardware, utility relocation, vegetation clearing, landscaping and signs. The pathway would serve traffic to Hatcher Pass, the Matanuska Valley Moose Range and Government Peak Recreation Area.

The work joins other Palmer-area projects on highway safety, capacity and nonmotorized travel. Those include planned Glenn Highway safety and capacity improvements between Arctic Avenue and Palmer-Fishhook Road and pavement preservation on Palmer-Fishhook Road.
