Anchorage Platting Board takes up Lake Otis driveway rule tonight

Two hillside lots off Lake Otis Parkway could shed a rule forcing them to share a single driveway, though neither would gain direct access onto the busy roadway itself, under a request the Anchorage Platting Board hears tonight.

Petitioners Gregory and Geeta Kolean ask the board to strike a plat note requiring the two lots, at 12651 Lake Otis Parkway, to share one driveway. Planning staff recommend approval, finding the note unnecessary since other plat notes already bar access to Lake Otis Parkway. Traffic Engineering instead recommends Lot 1B reach Merganser Avenue via an access easement through Lot 1A. AWWU confirmed water and sewer service are not available.

A January 2019 memo from Assistant Traffic Engineer Randy Ribble says access should come from Merganser Avenue and flags two unimproved access points on Lot 1A.

The Planning Department mailed 142 hearing notices on Aug. 10 and reported no public comments. Huffman O'Malley is the affected council.
