Senior Staff Accountant Raven Darmody described the funds as protecting animals "that would be considered at-risk in shelters." The entire $3,000 goes to professional training services and would be appropriated to the Miscellaneous Operating Grants Fund within the Anchorage Health Department's Animal Care and Control division. Anchorage Animal Care and Control is the municipal agency that provides animal sheltering and enforces animal-related ordinances in Anchorage.

Health Department Director Kimberly Rash approved the request before it reached the Assembly, and the municipal administration recommends approval. If the Assembly approves the measure, the appropriation takes effect immediately. The grant expires September 30, 2026.
