State to issue gravel contract to Summit Excavation near Cooper Landing

The Alaska Department of Natural Resources plans to issue a negotiated contract to Summit Excavation, Inc. for extracting 3,000 cubic yards of gravel from a 65-acre site at Mile 40.5 of the Sterling Highway near Cooper Landing. The public comment period runs through May 29, 2026.

The contract allows material extraction under a negotiated sale rather than competitive bidding, authorized under state regulation 11 AAC 71.090(d). The sale is subject to Alaska Statute 38.05.555 and is identified by both ADL 231210 and ADL 234857. The site sits on state land in Section 16, Township 5 North, Range 2 West, Seward Meridian.

Alaska News previously reported on similar negotiated gravel contracts issued by DNR for road projects near Eureka and Lake Louise, as well as competitive bid processes for Dalton Highway stockpiles.

Summit Excavation will operate under material sale contract ADL 234857 on the designated site.

The notice states that DNR will consider all posted comments but will not respond to them. Comments submitted through the online portal do not constitute official notice to the agency.
